RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Auditor-Controller to amend the FY 2020-21 Adopted Budget for the Office of the District Attorney, Fund 001, Appropriation Unit DIS001, Unit 8062, to increase appropriations by $97,553, where the financing source is a reimbursement of $97,553 from the Health Department, Fund 001, Appropriation Unit HEA003 (4/5ths vote required).

SUMMARY:
The Office of the District Attorney (DA) requests support to increase appropriations in FY 2020-21 for additional funding for its Cannabis Unit, as additional funding was provided by the Board of State and Community Corrections (BSCC) to improve health outcomes through integrated county-wide initiatives utilizing three project purpose area associated with the implementation of the Control, Regulate and Tax Adult Use of Marijuana Act.
DISCUSSION:
The Board of Supervisors authorized the County Administrative Officer, in Board Report No: 20-167 and Adopted Resolution No. 20-316, to execute a Proposition 64 agreement with the BSCC to receive grant funding in the amount of $996,545 to improve health outcomes. The DA portion of this grant, for FY 2020-21, as detailed in BSCC Agreement Number 939-20, is requested in this action. These funds provide for safety supplies, testing of illegally grown cannabis, equipment and training throughout the term of the grant.
OTHER AGENCY INVOLVEMENT:
This BSCC grant is multi-departmental in scope, involving the Offices of the Chief of Administration (CAO), Health Department, Sheriff and the Office of the District Attorney.
FINANCING:
The additional revenues are provided by BSCC and funded through the Health Department, to be reimbursed to the DA as expended during this fiscal year. Funding in subsequent fiscal years will be included in the normal budget preparation process.
