a. Approve and authorize the Director of Health or the Assistant Director of Health to execute an Education Agreement with Simmons College for nursing students to obtain practical and clinical experience at Health Department clinics, effective on the date of his or her execution and continuing for a period of five (5) years; and
b. Authorize the Director of Health or the Assistant Director of Health to sign up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or the Assistant Director of Health to execute an Education Agreement with Simmons College for nursing students to obtain practical and clinical experience at Health Department clinics, effective on the date of his or her execution and continuing for a period of five (5) years; and
b. Authorize the Director of Health or the Assistant Director of Health to sign up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Simmons College is a not-for-profit educational institution where students receive a certificate of completion upon meeting specific program criteria. Part of the program criteria includes clinical practicum in which a student must obtain onsite actual clinical experience at a participating clinical facility. In order to become a participating clinical facility, the Monterey County Health Department Clinic Services Bureau (Clinic Services) requests approval of the Education Agreement to allow nursing students to complete their program at the clinics under the clinical supervision of the County. This will also assist in attracting nursing graduates to apply for future job openings with the County. The proposed Agreement outlines the duties and responsibilities of each party and includes an Exhibit to ensure student adherence to both Simmons College and Clinic Service’s policies and procedures.
While this work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems; and 8) Assure competent public and personal health care workforce.
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Agreement. This Agreement is on file with Clerk of the Board.
FINANCING:
There are no fiscal provisions included in this Agreement.
