RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a. Award a contract to Central Striping Service, Inc. the lowest responsible and responsive bidder for the construction of Castroville Boulevard Pavement Delineation, Project No. 14-142765, State Project No. 0513000081L-N, Federal Aid Project No. HRRRL-5944(114) in the amount of $142,294.60;
 
b. Approve the Performance and Payment Bonds executed and provided by Central Striping Service, Inc.;
 
c. Authorize a contingency (not to exceed 10% of the contract amount) to provide funding for approved contract change orders;
 
d. Authorize the Director of Public Works to execute the contract and subject to the terms of the Public Contract Code, approve change orders to the contract that do not exceed 10% of the original contract amount, and do not significantly change the scope of work; and
 
e. SUMMARY/DISCUSSION:
On February 25, 2014, the Board of Supervisors adopted the Plans and Special Provisions for the Castroville Boulevard Pavement Delineation, Project No. 14-142765, State Project No. 0513000081L-N, Federal Aid Project No. HRRRL-5944(114).  The Project was advertised and the bids were opened on March 28, 2014.  The lowest responsible base bidder was Central Striping Service, Inc. in the amount of $142,294.60.  The Engineer's Estimate for the bid was $297,765.  This project is to be constructed in conjunction with the Castroville Boulevard Overlay project.  Project construction is scheduled to begin in June, 2014 after the overlay project.
 
The work to be done consists of pavement delineation, including but not limited to clearing and grubbing, fog seal and traffic control.  The limit of the project is from State Route 156 to San Miguel Canyon Road.  The proposed project will improve safety for the public.
 
The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use. OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Contracts/Purchasing attended the bid opening and reviewed all bids for conformance with applicable regulations.  The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the contract documents as to form and legality, fiscal terms, and insurance provisions, respectively.
 
FINANCING:
There is no financial impact to the General Fund.  Total estimated project cost, including project management, engineering, and construction, is $307,225.  The project is funded by Highway Safety Improvement Program/High Risk Rural Road (HSIP/HR3) for an amount of $276,503 and Gas Tax for the amount of $30,722.  This project was anticipated to be completed in FY 2013-14 when the FY 2014-15 Recommended Budget was developed.  As such, this project was not included in the FY 2014-15 budget and is not reflected in FY 2014-15 Road Fund work plan.  There are sufficient appropriations available to complete this project based on the project schedule.  During the FY 2014-15 mid year review staff will evaluate if there is a need to return to the Board to modify the budget, as a result of this project slipping into FY 2014-15.
