Approve and authorize the County of Monterey Contracts & Procurement Officer or designee to sign Amendment No. 1 to Agreement #5010-17214 under the terms of National Cooperative Agreement 180233-002, to access a suite of Database tools, Autonomous Oracle Database, Oracle Cloud Infrastructure (OCI) and technical support, adding $210,000 for a new contract total of $420,000 and extend the term by twelve months for a new agreement term of February 13, 2025 to February 12, 2027; and
b. Authorize the County of Monterey Contracts & Procurement Officer or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($42,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $462,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the County of Monterey Contracts & Procurement Officer or designee to sign Amendment No. 1 to Agreement #5010-17214 under the terms of National Cooperative Agreement 180233-002, to access a suite of Database tools, Autonomous Oracle Database, Oracle Cloud Infrastructure (OCI) and technical support, adding $210,000 for a new contract total of $420,000 and extend the term by twelve months for a new agreement term of February 13, 2025 to February 12, 2027; and

SUMMARY:
The Department of Social Services (DSS) is seeking to continue its use of the hosted suite of Oracle Database platform for data tracking, analysis, and reporting of current and future administration of Medi-Cal and various other entitlement programs administered by DSS.
DISCUSSION:
DSS is requesting to continue its use of the Oracle Cloud Infrastructure (OCI) and Oracle Database tools that are used to enhance our data tracking, analysis, and reporting of current and future administration of Medi-Cal and various other entitlement programs administered by DSS. By leveraging our existing data sets within Oracle, DSS can use this information to gain operational knowledge necessary to forecast caseloads and adequately allocate resources to meet those needs. DSS had developed various applications that leverage the Oracle technology including but not limited to: In-Home Supportive Services Disaster Preparedness report, Reception Log for Aging & Adult Services, Shelter Management, and Application Tracking Logs for multiple welfare programs. This has resulted in redeveloped organizational procedures to increase efficiencies in administration and distribution of entitlement programs.
Additionally, the Oracle software has allowed DSS to create various levels of dashboards to reduce the costs incurred by responding to external entities’ requests for information. The Oracle software enables DSS to generate near real-time metrics, trends, and entitlement program utilization data quickly to empower decision makers and stakeholders to take the appropriate actions.
The original agreement was executed through Oracle Third Party seller Mythics, LLC utilizing the National Cooperative Agreement 180233-002. Using the Cooperative Agreement allows DSS to leverage the discounted pricing provided under the agreement.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form. Auditor-Controller’s Office reviewed the contract but does not agree to the nonstandard payment provisions.
FINANCING:
This agreement is funded with a combination of Federal, State Social Services revenues and realignment funds. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2025-26 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This agreement correlates to the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by providing data analytic tools to help DSS increase efficiencies with the administration of Medi-Cal and additional welfare programs and empower key stakeholders to implement new initiatives to connect eligible County of Monterey residents with social service programs that will support their transition to self-sufficiency.
