c. Support to authorization of an operating transfer of $2,225,000 from NMC’s Enterprise Fund, Fund 451, Appropriation Unit NMC001, to NMC’s Capital Reserve, Fund 404, Appropriation Code NMC002.

RECOMMENDATION:
It is recommended that the Capital Improvement Committee:
a. Support to amend the Fiscal Year 2017-2018 approved capital projects to include Building 200 Suite 101 NMG (Natividad Medical Group) Project; and
b. Support utilizing Job Order Contracting to execute a Notice to Proceed for Building 200 Suite 101 NMG (Natividad Medical Group) Project; and
c. Support to authorize the Auditor’s Office to transfer $2,225,000 from NMC’s Enterprise Fund 451 to NMC’s Capital Reserve Fund 404.
SUMMARY/DISCUSSION:
The Natividad Medical Group (NMG) project is to expand primary care clinic services for the community. Presently, Natividad Medical Center has primary care clinics with a capacity of four exam rooms located in building 400. The expansion will provide seven additional exam rooms bringing to a total of eleven exam rooms. The expansion project also includes one procedure room. In addition to primary care services, the clinics anticipates to offer after hours urgent care services. The seven additional rooms will provide access to approximately 150 visits per day. The additional capacity for primary clinics is much needed to better serve the community and the region needs for primary care physicians.
Breakdown of estimated costs for the project:
Architectural Fees including permits: $360,000
Construction costs: $1,600,000
Contingency: $265,000
Total costs: $2,225,000
NMC originally planned to complete this project during Fiscal Year 2018-19. As NMC has completed a significant number of projects efficiently in recent months, resources will be assigned to proceed with construction earlier than expected. The project was presented on the Consent Calendar to the Board of Supervisors on June 27, 2017 as part of the County of Monterey’s Capital Improvement Program Five Year Plan (Agenda Item #77).
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this project as to legal form and risk provisions.
The Auditor-Controller has reviewed and approved this project as to fiscal provisions. This report was supported by the Finance Committee on October 26, 2017 and the Board of Trustee’s on November 3, 2017.
FINANCING
Capital projects are funded from NMC’s operations. Where capital projects exceed $100,000, funds are transferred from NMC Enterprise Fund 451, NMC001-451-9600-8142 to NMC Capital Strategic R Fund 404, NMC002-404-9600-8142 to ensure funding is available for approved projects. Funds are transferred from Capital Reserve to NMC Enterprise Fund as expenditures are paid to vendors.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The tenant improvement will allow NMG to see more patients due to an increase in patient capacity and the possibility of offering after hour urgent care services.
