a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 2 with Pivot Interiors, Inc., for the provision of design, planning, delivery and installation services for new or existing office laboratory furniture or office panel systems on a per project basis, extending the term an additional five years for a new term of December 1, 2020 through June 30, 2031 and adding $150,000 for a new total agreement amount of $330,000; and
b. Approve and authorize the Director of Health Services or designee to approve one future Amendment that does not exceed 10% ($9,000) of the original Agreement amount, does not significantly alter the scope of services, and does not exceed the maximum amount of $339,000.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 2 with Pivot Interiors, Inc., for the provision of design, planning, delivery and installation services for new or existing office laboratory furniture or office panel systems on a per project basis, extending the term an additional 5 years for a new term of December 1, 2020 through June 30, 2031 and adding $150,000 for a new total agreement amount of $330,000; and

SUMMARY:
The County of Monterey Health Department (MCHD) has utilized Pivot Interiors, Inc., the local authorized distributer of Herman Miller laborartory furniture for many years. Modifications and additions to laboratory furniture must be compatible with existing furnishings to enabling cost-effective reconfiguration, and enhancing inventory management. Pivot Interiors products are durable and backed by warranty.
Approval of the recommended action will allow Pivot Interiors to make modifications and provide laboratory furniture, including panel systems, seating, storage, workstations and more, along with delivery, installation, and removal of existing furniture. This supports MCHD’s evolving needs, including reconfiguration, enhancements, and future expansion.
Pivot Interiors will pay prevailing wages pursuant to Labor Code 1720 and comply with all applicable requirements.
DISCUSSION:
MCHD laboratories require specialized furniture systems designed to support laboratory operations while maintaining compatibility with existing furnishings and facility layouts. Continuing to utilize Pivot Interiors, Inc. ensures that new furnishings and modifications remain compatible with the County’s existing Herman Miller laboratory systems, allowing for efficient reconfiguration, standardized equipment management, and long-term cost efficiency.
The services provided under this agreement allow MCHD to maintain functional and adaptable laboratory workspaces that support ongoing public health operations. These services may include the procurement, delivery, installation, and removal of laboratory furniture components such as panel systems, workstations, seating, and storage units.
Amendment No. 2 is necessary to extend the term of the Agreement and provide additional funding to ensure the continued availability of these services. Extending the Agreement allows the County to maintain consistency in laboratory furnishings, efficiently respond to workspace modifications, and support future operational adjustments without disruption to laboratory functions.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 3. Enhance Employee Wellbeing and Workforce Capacity; and 4. Deepen Organizational Effectiveness and Support Long-Term Sustainability.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
There will be no impact to the General Fund from approval of this action. There are sufficient appropriations in the Health Departments Fiscal Year (FY) 2025-26 Adopted Budget (001-4000-8438-HEA014) to accommodate the current FY’s costs. For the FYs out, provision will be made in the Requested Budget for the appropriate year.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This recommendation supports “Sustainable Infrastructure for the present and future.” The Public Health Laboratory protects and supports the residents of Monterey County. Maintaining the Laboratory equipment and furnishings contributes to the Sustainable Infrastructure in Monterey County. This recommendation also supports, “Safe and Resilient Communities,” by maintaining the Public Health Laboratory safeguards in our communities and supporting their critical performance of testing for infectious disease, environmental hazards and food contamination on a daily basis.
