RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Adopt a resolution to designate and authorize the Director of Emergency Management, Emergency Services Manager, Management Analyst II, and Finance Manager I to execute and manage grant documents and applications for the Fiscal Year (FY) 2022 Emergency Management Performance Grant (EMPG).

b.                     Adopt a resolution to designate and authorize the Director of Emergency Management, Emergency Services Manager, Management Analyst II, and Finance Manager I to execute and manage grant documents and applications for FY 2023 EMPG.

c.                     Adopt a resolution to designate and authorize the Director of Emergency Management, Emergency Services Manager, Management Analyst II, and Finance Manager I to execute and manage grant documents and applications for FY 2024 EMPG.

SUMMARY:

On August 22, 2023, per Resolution No. 23-319, the County of Monterey Board of Supervisors designated and authorized the Director of Emergency Management or Designee to execute grant documents and applications for the EMPG Program.  It was subsequently determined that certain information required by EMPG was omitted from Resolution No. 23-319, thereby necessitating a new Resolution be adopted.  This new Resolution controls to the extent that there are any inconsistencies between this Resolution and Resolution No. 23-319.

EMPG does not recognize the distinction of “Designee” in a Governing Body Resolution and requires that all individuals designated and authorized to execute and manage grant documents and applications be specifically named by title.  In accordance with Resolution No. 23-319, the Director of Emergency Management designated the Emergency Services Manager, Management Analyst II, and Finance Manager I as authorized agents for FY 2022, FY 2023, and FY 2024 EMPG, and the Department of Emergency Management is requesting the Board of Supervisors support and approve these designations so that the Department may continue executing and managing grant documents and applications for EMPG.  In addition, EMPG requires that each FY be addressed separately, with each period of performance specifically outlined in the recitals.  This Resolution serves to remedy the missing information from Resolution No. 23-319, and to meet the Governing Body Resolution requirements set forth by EMPG.  All applications and awarded monies will be brought back to the Board of Supervisors for approval.

DISCUSSION:

EMPG is a federally funded program that provides emergency management agencies with the resources required for implementation of the National Preparedness System, especially supporting the National Preparedness Goal of a secure and resilient nation.  EMPG supports efforts to build and sustain core capabilities across the prevention, protection, mitigation, response, and recovery mission areas.

The Department of Emergency Management executes and manages grant documents for EMPG on behalf of Monterey County.  In FY 2022, the Department of Emergency Management was awarded $237,612 to support emergency management governance staff salaries for emergency management activities.  In FY 2023, the Department of Emergency Management was awarded $210,839 to support emergency management governance staff salaries for emergency management activities.  This Resolution, required by EMPG as a Governing Body Resolution, designates the specific local government staff representatives who have the authority to coordinate with EMPG and execute documents on behalf of Monterey County.  All applications and awarded monies will be brought back to the Board of Supervisors for approval.

OTHER AGENCY INVOLVEMENT:

The Department of Emergency Management will coordinate applications and reporting efforts with EMPG Program Representatives.  County Counsel’s Office, the Auditor-Controller’s Office, and Risk Management have reviewed and approved as to form.

FINANCING:

There is no impact to the General Fund.  This resolution will have no impact on the FY 2022-24 Adopted Budget for the Department of Emergency Management (001-1040-8588-DEM001).
