RECOMMENDATIONS:
It is recommended that the Board of Supervisors adopt a Resolution:
a. Accepting the Certificate of Completion for construction of 142 W. Alisal St, Salinas, CA-Old Jail-Roof Replacement and Limited Weatherization, Project No. 8820, Bid Package No. 10362, performed by Stronger Building Services; and
b. Authorizing the Director of Public Works to execute and record the Notice of Completion for 142 W. Alisal St, Salinas, CA-Old Jail-Roof Replacement and Limited Weatherization, Project No. 8820, Bid Package No. 10362, performed by Stronger Building Services.
SUMMARY/DISCUSSION:
On October 9, 2012, the Board of Supervisors awarded a contract to Stronger Building Services (SBS), for construction of 142 W. Alisal St, Salinas, CA-Old Jail-Roof Replacement and Limited Weatherization, Project No. 8820, Bid Package No. 10362 (Project), in the total amount of $187,000. On October 18, 2012, SBS mobilized to begin the scoped repairs at the Old Jail consisting of installation of a new roof system as well as removal of scuppers and the exercise yard enclosure. The work was completed on time and at the original contract value of $187,000. This contract is now complete in all respects in accordance with the Plans and Special Provisions. The work is ready to be accepted by the Board.
Phase 1 of the project includes all initial programming activities through FY 2007-08 to develop early alternatives for the future use of the facility and their phasing. Phase 2 includes the activities conducted through FY 2012-13 to define a scope for a future Environmental Impact Report (EIR) and for the completion of roof replacement, repairs, and limited weatherization primarily focusing on the original structures. Future phases will include completion of an EIR which was directed by the Board on February 15, 2005, and the refinement of alternatives for the final disposition of the Old Jail.
OTHER AGENCY INVOLVEMENT:
None.
FINANCING:
There is no impact to the General Fund. In October 2011, the Board approved a budget modification for FY 2011-12 for $756,935, to be used toward the Weatherization Project. Total costs for the Project, including the design, engineering and repairs, are estimated at $406,315, leaving a balance of $350,620. At present, most of the remaining balance is intended to fund an Environmental Impact Report to refine alternatives for the final disposition of the Old Jail site and facility.
