Acting on behalf of County Service Area No. 17-Rancho Grande (hereafter “CSA No. 17”) and acting on behalf of County Service Area 25-Carmel Valley Golf and Country Club, also known as Quail Lodge, (hereinafter “CSA No. 25”):  

a. Amend the Fiscal Year (FY) 2023-24 Adopted Budget for CSA No. 17, Fund 057, Appropriation Unit PFP011, increasing appropriations by $17,286, funded by Fund 057 unassigned fund balance (057-3101) for completion of an Engineer’s Report and Prop 218 election and drainage maintenance; and

b. Amend the Fiscal Year (FY) 2023-24 Adopted Budget for CSA No. 25, Fund 062, Appropriations Unit PFP016, increasing appropriations by $40,000, funded by Fund 062 unassigned fund balance (062-3101) for engineering design services for drainage improvements (4/5ths vote required).

RECOMMENDATION:

It is recommended that the Board of Supervisors, acting on behalf of County Service Area No. 17-Rancho Grande (hereinafter “CSA No. 17”) and acting on behalf of County Service Area 25-Carmel Valley Golf and Country Club, also known as Quail Lodge, (hereinafter “CSA No. 25”):

a. Amend the Fiscal Year (FY) 2023-24 Adopted Budget for CSA No. 17, Fund 057, Appropriation Unit PFP011, increasing appropriations by $17,286, funded by Fund 057 unassigned fund balance (057-3101) for completion of an Engineer’s Report and Prop 218 election and drainage maintenance; and

b. Amend the Fiscal Year (FY) 2023-24 Adopted Budget for CSA No. 25, Fund 062, Appropriations Unit PFP016, increasing appropriations by $40,000, funded by Fund 062 unassigned fund balance (062-3101) for engineering design services for drainage improvements (4/5ths vote required).

 

SUMMARY/DISCUSSION:

CSA No. 17 property owners have previously expressed concerns about the existing infrastructure needs and have requested repairs and upgrades, including substantial drainage and road repair work, road striping, and right-of-way tree maintenance.  An annual assessment was never established for this CSA, and current AB8 revenue is insufficient to provide the necessary levels of maintenance while building a fund balance to support future repairs and replacement projects.  To establish an assessment, an Engineer’s Report was drafted, and subsequent Prop 218 was planned.  In early 2022, Monterey County decided to potentially fund the rehabilitation of the roads within CSA No. 17 with Road Fund funding, rather than incorporating the costs into a special tax.  Therefore, revisions to the report are necessary.  Storm drainage maintenance is also necessary to ensure a sufficient level of wet weather preparedness can be completed prior to the rainy season.

 

In May 2023, Harris & Associates (Harris), at the request of Monterey County Public Works, Facilities and Parks staff (County), completed an initial field investigation of storm drainage structures within (CSA No. 25). The investigation identified issues which prevent stormwater from properly draining into the established storm drainage system, resulting in the need for additional analysis and design of the necessary storm drainage improvements.  Timing of these tasks is critical as a road paving project is scheduled for October.  Any storm drainage repairs must be completed prior to the start of paving to reduce the likelihood that newly paved road will need to be dug up for the recommended storm drain repairs.

 

OTHER AGENCY INVOLVEMENT:

This matter was presented to the Budget Committee on September 27, 2023.

 

FINANCING:

If approved, the recommended action will increase expenditures for the Fiscal Year 2023-24 Adopted Budget for CSA No, 17, Fund 057, Appropriation Unit PFP011, from $18,592 to $35,878.  The beginning FY 2023-24 CSA No. 17 Fund Balance is $23,044 which will be reduced to $3,506 at the end of the fiscal year.  A successful Prop 218 election, held prior to the end of FY 2023-24, will allow for the collection of annual assessments in FY 2024-25 to fund annual maintenance services as well as build reserves to ensure fiscal sustainability.

 

If approved, the recommended action will increase expenditures for the Fiscal Year 2023-24 Adopted Budget for CSA No. 25, Fund 062, Appropriation Unit PFP016, from $77,227 to $117,227.  On July 25, 2023, a successful Proposition 218 election was held to establish an annual assessment for CSA 25.  The beginning FY 2023-24 CSA 25 Fund Balance is $165,269.  Fiscal Year 2023-24 assessment revenue is estimated to be $110,842, which will increase FY 2023-24 budgeted revenue from $46,314 to $157,156.  The estimated ending fund balance is estimated to be $205,199.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The requested appropriations for CSA 17 will allow for the annual storm drain maintenance and completion of a Prop 218 election to establish an annual assessment to fund necessary road maintenance and storm drainage services while building a reserve for future repair and replacement projects.  The recommended action complies with the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.

 

The requested appropriation for CSA 25 will allow for the identified of storm drain deficiencies and, if necessary, repair of those deficiencies.  The recommended action complies with the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.
