a. Approve and authorize the Director of Health Services or designee to execute Renewal and Amendment No. 1 with the Go Kids, Inc., to assist in the proper and efficient administration of the Medi-Cal Program through the County-Based Medi-Cal Administrative Activities (CMAA) program by improving the availability and accessibility of Medi-Cal services to eligible and potential eligible individuals through the CMAA program, adding $204,000, for a total revised contract amount of $279,000 and adding five years and eight months, for a revised Agreement term of October 1, 2020 through June 30, 2026; and
b. Approve and authorize the Director of Health Services or designee to execute up to two (2) future Amendments to this Agreement that in total do not exceed 10% ($27,900) of the Agreement amount, do not significantly change the scope of work, and do not exceed a revised maximum amount of $306,900.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Renewal and Amendment No. 1 with the Go Kids, Inc., to assist in the proper and efficient administration of the Medi-Cal Program through the County-Based Medi-Cal Administrative Activities (CMAA) program by improving the availability and accessibility of Medi-Cal services to eligible and potential eligible individuals through the CMAA program, adding $204,000, for a total revised contract amount of $279,000 and adding five years and eight months, for a revised Agreement term of October 1, 2020 through June 30, 2026; and
b. Approve and authorize the Director of Health Services or designee to execute up to two (2) future Amendments to this Agreement that in total do not exceed 10% ($27,900) of the Agreement amount, do not significantly change the scope of work, and do not exceed a revised maximum amount of $306,900.
SUMMARY/DISCUSSION:
The Local Government Agency (LGA) oversees the CMAA program, with the County of Monterey Health Department acting as the LGA for the county. The LGA is responsible for drawing down Federal Financial Participation revenues on behalf of the County of Monterey for CMAA claiming units. The program encompasses services such as case management, referrals, program planning for Medi-Cal services, and outreach.
GoKids, Inc. functions as a Community Based Organization (CBO), playing a crucial role in enhancing the proper and efficient administration of the Medi-Cal Program. Their efforts aim to improve the availability and accessibility of Medi-Cal services for eligible and potentially eligible individuals through their involvement in the CMAA program.
The delay in presenting Amendment No. 1 to the Board of Supervisors is due to the CMAA program’s reassignment of different finance staff within Health Administration and Public Health from 2019 to 2022. With staff changes, the finance personnel newly assigned to oversee the CMAA program, were unaware of the expiration dates of each CMAA Agreement. Consequently, the Amendments, aimed at extending the terms and increasing the amounts, were not scheduled to go before the Board of Supervisors.
This work supports the County of Monterey Health Department’s 2018-2024 Strategic Plan Goal: 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports one or more of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems. 5. Mobilize community partnerships and action to identify and solve health problems. 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The office of County Counsel and the Auditor-Controller have reviewed and approved Amendment No. 1 as to form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Health Realignment and CMAA revenue. Appropriations are included in the Health Department’s (HEA014-8438) FY2023-24 Adopted Budget and FY 2024-25 requested Budget. For the FYs out, provisions will be made in the Requested Budget for the appropriate year.
