RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Accept a $150,000 Grant Award from the State of California Office of Traffic Safety (“OTS”) for the Pedestrian and Bicycle Safety Program; and

b. Authorize the Director of Health or Assistant Director of Health and their designees to execute Grant Agreement, No. PS20015, with OTS in support of the Pedestrian and Bicycle Safety Program, in the amount of $150,000, for the grant period October 1, 2019 to September 30, 2020.

 

SUMMARY/DISCUSSION:

The Health Department's Pedestrian and Bicycle Safety Program funded by the State of California Office of Traffic Safety (OTS) is a program within the Monterey County Health Department (MCHD). MCHD through its Pedestrian and Bicycle Safety Program will provide active transportation education in South Monterey County to support safe environments for pedestrians and cyclists while encouraging students and parents to use active modes of transportation.

 

South Monterey County has faced serious problems with automobile crashes involving pedestrians and bicyclists. This problem was highlighted by the 2016 OTS Rankings, which show that for pedestrian injuries and fatalities for children younger than age 15, Soledad ranked 7th worst of 94 similarly sized cities, Gonzales ranked 11th worst of 67 similarly sized cities and Greenfield ranked 35th worst of 104 similarly sized cities. For bicyclist injuries and fatalities for children younger than age 15, Greenfield ranks 4th worst.

 

The Monterey County Health Department and Cities of Gonzales, Soledad and Greenfield are committed to preventing collisions and are collaborating with the Health Department and Transportation Agency of Monterey County to ensure that more prevention efforts are made.  Our South County communities, and especially those children under the age of 15, will benefit greatly from educational opportunities about traffic safety. The approval of this recommended action will enable collaboration with partners to promote traffic safety by developing and implementing prevention, policies, and community engagement strategies.

 

This work supports the MCHD 2018-2022 Strategic Plan Goal: 1. Empower the community to improve health; Goal 2. Enhance public health and safety through prevention; and Goal 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  Additionally, this work supports three of the ten essential public health services: inform, educate, and empower people about health issues; link people to needed personal health services and assure the provision of health care when otherwise unavailable; and assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and the Auditor-Controller have reviewed and approved

this Agreement as to legal form and fiscal provisions respectively. 

 

FINANCING:

This Agreement is fully funded by the State of California Office of Traffic Safety.
