a. Approve and authorize the Director of the Department of Social and Employment Services, or his designee, to sign an agreement with Alisal Union School District for $199,570 to provide coordination and support for the Family-to-Family Initiative in the Salinas area, and CAPIT case management for families involved in the Child Welfare System for the period July 1, 2012 through June 30, 2013; and
b. Authorize the Director of the Department of Social and Employment Services, or his designee, to sign up to (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social and Employment Services, or his designee, to sign an agreement with Alisal Union School District for $199,570 to provide coordination and support for the Family-to-Family Initiative in the Salinas area, and CAPIT case management for families involved in the Child Welfare System for the period July 1, 2012 through June 30, 2013; and
b. Authorize the Director of the Department of Social and Employment Services, or his designee, to sign up to (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides funding to Alisal Community Healthy Start, through the Alisal Union School District, for continued support of the Family-to-Family Initiative in the Salinas. Family-to- Family helps develop a network of family foster care that is more neighborhood-based, culturally sensitive, and located primarily in the communities in which the children live.
This funding also provides for intensive family case management services to families referred by the Department of Social Services, Family and Children's Services, and to families with children at risk of abuse and neglect through CAPIT (Child Abuse Prevention, Intervention and Treatment) realigned funds. The emphasis of the program is to provide prevention and early intervention services to families who are involved with, or are at risk of involvement with, the Child Welfare System. This agreement was delayed coming to the Board due to a delay in the determination of funding levels.
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor Controller and Purchasing have reviewed and approved this agreement.
FINANCING:
This agreement is funded 20% by Promoting Safe and Stable Families and 80% Realignment revenues. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2012-13 Adopted Budget.
