RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the County Purchasing Agent or designee to execute Amendment No. 1 to the Lease Agreement between the County of Monterey and SIBS, A Limited Partnership, dated September 7, 2022, for 12,122 square feet of general office and warehouse space located at 632 East Alisal Street (front building), Salinas, California, for use by the Health Department’s Public Health Bureau’s Women, Infants, and Children (WIC) Nutritional Program, to add Premise Improvement Costs for the replacement of existing flooring with Luxury Vinyl Tile and new matching wall bases in the Training Room, Reception Area, and Lobby Area, at a lump-sum cost of $16,953, payable within sixty (60) days following completion of the improvements.
SUMMARY:
The Salinas WIC office, located in the East Salinas community, provides nutrition education and individualized nutrition assessments, monthly food benefits for healthy foods, breastfeeding
support, and referrals to healthcare and other community resources for pregnant, postpartum, and breastfeeding women, infants, and children. It is a high-traffic facility serving approximately 200
to 300 clients per day, primarily mothers who often bring additional children and are accompanied by grandparents or other family members, making actual foot traffic through the office considerably higher than the client count alone reflects. The office serves a largely underserved population in this area of Salinas.
The flooring in the reception area, training room, and main lobby has experienced repairs and is no longer under warranty. Two high-traffic flooring options were explored, Luxury Vinyl Tile
(LVT) and Vinyl Composition Tile (VCT), both commercial-grade products, with flooring companies specifically asked to bid materials suited for high-traffic use. Three (3) bids were collected for the current repair scope, along with three (3) additional bids covering the entire facility for possible future use, six (6) bids in total. At this time only the reception, training, and lobby areas have been identified as the areas of heaviest use requiring repairs for the safety of clients seeking County Health Services.
Pursuant to proposed Amendment No. 1, Lessor's Premise Improvements Costs are estimated at a not to exceed amount of $16,953.00. WIC has that amount available to cover the costs using
Health Department Funds, without the use of any General Fund monies.
DISCUSSION:
The Salinas WIC office provides nutrition education and individualized nutrition assessments, monthly food benefits for healthy foods, breastfeeding support, and referrals to healthcare and other community resources, serving pregnant, postpartum, and breastfeeding women, infants, and children.
The office is a high-traffic facility located in the East Salinas community, serving approximately 200 to 300 clients per day. Clients are primarily mothers, infants and children, who typically come in with additional children, grandparents or other family members, making actual foot traffic through the office considerably higher than the client count alone reflects. The office serves a largely under served population in this area of Salinas. That volume of foot traffic is what led to the flooring in the reception area, training room, and main lobby being identified as needing attention. The existing material has experienced repairs in these three areas under the daily wear, and it is no longer under warranty.
Given foot traffic as the cause, an upgraded flooring material suited to high-traffic use was selected, and that is the material being installed in the reception, training, and lobby areas that need attention.
Two high-traffic flooring options were explored, LVT and VCT, both commercial-grade products, with flooring companies specifically asked to bid materials suited for high-traffic use.
A total of three bids were collected for the current repair scope, along with three additional bids covering the entire facility in the event other areas require repair in the future. At this time, only
the reception, training, and lobby areas have been identified as the areas of heaviest use requiring repairs for the safety of clients seeking County Health Services. Repair or replacement of any
other areas of the facility can be discussed with the building owner at a later date, when lease renewal and negotiations take place within the next two (2) years.
Pursuant to proposed Amendment No. 1, Lessor shall perform the Premise Improvements in accordance with EXHIBIT I-2 - PREMISE IMPROVEMENT PLANS AND SPECIFICATIONS
to proposed Amendment No. 1 at an estimated cost not to exceed $16,953.00. Said Premise Improvement Costs shall be reimbursed to Lessor through a one-time lump sum payment within
sixty (60) days of completion of said Premise Improvements subject to the approval of the Health Department Project Manager in consultation with the Department of Public Works, Facilities and Parks (PWFP) Capital Projects Manager and processing of said lump sum payment by the Auditor Controller’s Office within 30 days of receipt of documentation approved by the Health Department and PWFP.
WIC has sufficient funds available to cover the cost of said Premise Improvements using Health Department Funds without the use of any General Fund monies. Upon completion of the proposed Premise Improvements, the Health Department Project Manager in consultation with the PWFP Capital Projects Manager will inspect said Premise Improvements performed by Lessor’s Contractor/s pursuant to Amendment No. 1 for compliance with industry standards and applicable regulations. Once said Premise Improvements are completed and approved by the Health Department in consultation with PWFP, documentation of said approval and corresponding costs will be provided to the Auditor-Controller’s Office for processing the lump sum payment.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals to provide exceptional person-centered care through Accessible, Community-Focused Health Services. It also supports the following of the ten essential public health services, specifically 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Department of Public Works, Facilities, and Parks assisted the Health Department with its development of Amendment No. 1. The Offices of the County Counsel and Auditor-Controller have reviewed and approved proposed Amendment No. 1 as to legal form, and fiscal provisions, respectively.
FINANCING:
The Lease Agreement is funded by the WIC grant and Health Realignment. There are sufficient appropriations in the Health Department’s (1001-400026) FY 2026-27 Adopted Budget to
finance the Premise Improvements provided for in proposed Amendment No. 1 to the Lease Agreement between the parties dated September 7, 2022.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This recommendation supports the Well-Being and Quality of Life, Sustainable Infrastructure for the Present and Future, and Safe and Resilient Communities Strategic Plan Goal by maintaining
safe, functional, and accessible facilities for a high-volume County health service location serving a largely under served population. Replacing the damaged flooring in the highest-traffic areas with commercial-grade, high-traffic materials advances the objective of providing safe and reliable community services and facilities for residents accessing essential health services.
