Upon the motion of Supervisor Armenta, seconded by Supervisor Potter, and carried by

those present, the Board hereby:

Study Program, and the Salinas/Seaside Community Schools during FY 2010-

2011; and

b. Authorize the Chief Probation Officer to sign up to three 3) future amendments

to this Agreement where the amendments do not exceed ten percent 10%) of

the original contract amount and do not significantly change the scope of work.

 

DEPARTMENT: Probation

RECOMMENDATION:

a. Approve and authorize the Chief Probation Officer to sign three 3) Memoranda of

Understanding in the amounts of $190,308, $137,995, and $214,032 with the Monterey

County Office of Education for collaborative services with the Boronda Community

School, the Silver Star Resource Center, Independent Study Program, and the

Salinas/Seaside Community Schools during FY 2010-2011; and

b. Authorize the Chief Probation Officer to sign up to three 3) future amendments to this

Agreement where the amendments do not exceed ten percent 10%) of the original

contract amount and do not significantly change the scope of work.

SUMMARY/ DISCUSSION:

The Monterey County Office of Education MCOE), through its Alternative Education Programs,

operates community day schools including the Boronda Community School, the Silver Star

Resource Center, Independent Study Program, and the Salinas/Seaside Community Schools. These

schools serve at-risk youths who have been expelled from school districts. MCOE has requested

Probation to assist in truancy issues at these sites.

Probation provides services to ensure the orderly and effective operation of the community schools,

and enhance the level of assistance available to the students in attendance. Probation allocates one

Probation Officer and one Probation Aide to oversee the Boronda Community School, one

Probation Officer to oversee the Silver Star Resource Center Independent Study Program, and one

Probation Officer and two Probation Aides to oversee the Salinas/Seaside Community Schools.

The Probation Officer manages cases and enforces conditions of probation while the Probation Aide

provides oversight and support services to the students in the community schools during school

hours. MCOE funds the salary and benefits of existing positions who will work with truant

students.

OTHER AGENCY INVOLVEMENT:

The MOU has been approved by County Counsel as to legal form, by the Auditor-Controller's as

to fiscal terms, and by Risk Management as to insurance provisions.

MCOE will reimburse the Probation Department for a total of $542,335 for the staffing and

operating costs of the programs, and specifically $190,308 for Boronda Community School,

$137,995 for the Silver Star Resource Center Independent Study Program and $214,032 for the

Salinas/Seaside Community Schools. Funding for the existing positions is already contained in

the approved budget for Department 2550, Unit 8162 for Fiscal Year 2010-11.

There is no cost to the County General Fund with the recommended action.
