Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Amend the Department of Social Services (DSS) Budget Unit 5010-SOC005-8262, to reallocate one (1.0) FTE Senior Account Clerk to one (1.0) FTE Office Maintenance Worker, reallocate one (1.0) FTE Principal Office Assistant to one (1.0) FTE Social Worker Supervisor II, and reallocate one (1.0) FTE Finance Manager I to one (1.0) FTE Management Analyst III; and
b.      Authorize the County Administrative Office to incorporate the changes into the 5010-SOC005-8262 FY2013-14 Adopted Budget to reflect the change in position counts.
 
SUMMARY/DISCUSSION:
Social Services is requesting reallocation of 3 positions to meet the needs of our expanding programs and staffing.  The Administrative Services Branch recommends reallocating a vacant Senior Account Clerk (80J22) to (1.0 FTE) Office Maintenance Worker (70N01) to meet the maintenance needs of a large department.
 
In Home Supportive Services (IHSS) recommends reallocating a vacant Principal Office Assistant (80E80) to (1.0) FTE Social Worker Supervisor II (60C81).  The current ratio of workers to supervisors is 23 to 3, plus one support staff per unit.  Caseloads for social workers are very large, giving the supervisors limited time to review individual cases and perform the personnel and other supervisory tasks needed.  Having the appropriate ratio of supervisors to workers, allows better monitoring and quality services that are provided to over 4,000 seniors and people with disabilities receiving IHSS in Monterey County.
 
Social Services Administrative Services Branch is requesting reallocation of a vacant Finance Manager I (20B95) to a Management Analyst III (14C31) to manage the security of the Departments' many automated data systems.  This position will develop reports for security compliance, analyze reports for anomalies, and manage compliance for regulatory requirements/mandates around security standards.
 
For these reasons, the Department is recommending these positions should be reallocated.
 
OTHER AGENCY INVOLVEMENT:
The Human Resources Department and Merit Systems Services have reviewed and approved the recommended actions.  
 
 
FINANCING:
For FY 2013-14, the additional cost associated with the reallocation of the positions is estimated at $1,642, and an annual cost of $19,698 thereafter.  This cost will be absorbed within the DSS SOC005-8262 budget. Recommended actions will not increase County General Fund contributions in DSS.
