RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute Renewal and Amendment No. 1 to the Mental Health Services Agreement executed on April 5, 2024 with FasPsych, LLC., to add funding to support administrative services and extend the term of the agreement to June 30, 2026 for a revised total Agreement amount from $72,000 to $112,350 which represents, an increase of $930 for FY 2024-2025 and $39,420 for FY 2025-2026.
SUMMARY/DISCUSSION:
FasPsych, LLC., coordinates access to quality, appropriately licensed behavioral health professionals who provide telepsychiatry to youth housed in Monterey County Juvenile Probation Facilities. Virtual outpatient mental health services are offered 24 hours a day, 7 days per week, and 365 days per year.
On April 5, 2024, the County of Monterey entered into an agreement with FasPsych, LLC., in the amount of $36,000 for FY 2023-2024 and $36,000 for FY 2024-2025 for a total amount not to exceed $72,000. This renewal and amendment adds funds to support FasPsych administrative services and extends the term of the agreement to June 30, 2026. The new rates will be effective January 1, 2025, due to additional funding availability from Probation for necessary administrative activities under this agreement.
This Agreement contains the County’s standard 30-day “no cause” provision (Section V, B) and an additional defunding provision (Section V, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports one of the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2) Provide Exceptional Person-Centered care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: (7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller have reviewed and approved this Renewal and Amendment as to legal form and fiscal provisions, respectively.
FINANCING:
This Renewal and Amendment 1 is funded by the County of Monterey Probation Department. The funds for this Renewal and Amendment 1 in the amount of $18,930 are included in the Probation Department’s Juvenile Justice Realignment Grant (020-2720-Sub BSA JJRB) for FY 2024-2025. The funds for FY 2025-26 in the amount of $39,420 will be included in the Probation Department’s Juvenile Justice Realignment Grant (020-2720-Sub BSA JJRB).
