a. Approve and authorize the Monterey County Veterans Services Officer to sign Standard Funding Agreement No. 15HS0030 for the Military & Veterans Affairs Office from the California Department of Veterans Affairs for Burial Benefit Processing Services on behalf of the County in the amount of $4,900 for the period November 1, 2015 through April 30, 2016;,
b. Approve an increase in estimated revenues and appropriations in the amount of $4,900 in the Department of Social Services Fund 001, 5010, SOC003, 8260 for the Military & Veterans Affairs; (4/5th vote required) and
c. Authorize the Auditor-Controller’s Office to incorporate approved modifications in the FY 2015-16 Adopted Budget.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Monterey County Veterans Services Officer to sign standard funding agreement #15HS0030 for the Military & Veterans Affairs Office from the California Department of Veterans Affairs for Burial Benefit Processing Services on behalf of the County in the amount of $4,900 for the period November 1, 2015 through April 30, 2016;
b. Approve an increase in estimated revenues and appropriations in the amount of $4,900 in the Department of Social Services Fund 001, 5010, SOC003, 8260 for the Military & Veterans Affairs; (4/5th vote required), and
c. Authorize the Auditor-Controller’s Office to incorporate approved modifications in the FY 2015-16 Adopted Budget.
SUMMARY/DISCUSSION:
The Monterey County Office of Military and Veterans Affairs will provide burial benefit processing services and administrative support services to the California Department of Veterans Affairs prior to the opening of the Central California Coast Veterans Cemetery on the former Ft. Ord. This Agreement will provide funding at the county level to offset the expenses of these services. The California Department of Veterans Affairs requires a signed agreement to fund this program.
Approval of the recommended action allows the County Veterans Services Officer to provide the approved Board Order as authority to sign the agreement for funding for the designated program. This is a standard state agreement for grants awarded of this type.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the agreement as to form.
FINANCING:
The increase in estimated revenues and appropriations for Fund 001, SOC003 for Fiscal Year 2015-16 will be funded by the California Department of Veterans Affairs. Approval of this action has no impact on County General Fund contributions.
