Before the Board of Supervisors in and for the

County of Monterey, State of California

Open a noticed public hearing and continue to August 25, 2009 to approve a

resolution to:

a. Determine that federal Citizen Participation requirements have been met;

b. Approve submittal of a 2009 Economic Development Community

Development Block Grant CDBG) Planning Technical Assistance PTA)

Grant Application for up to $70,000 from the California Department of

Housing and Community Development in support of a business expansion plan

for the Firestone Business Park;

c. Authorize the County Administrative Officer to sign the Statement of

Assurances for the Grant Application;

d. Authorize the Redevelopment and Housing Director to make minor revisions to

the Grant Application to meet State requirements, execute the Grant

Application, execute all grant related documents and amendments including the

Grant Agreement, and act on the County's behalf in all matters pertaining to

this application;

e. Authorize the Director of the Redevelopment and Housing Office to act as the

Certifying Officer, under the National Environmental Policy Act of 1969 and

related environmental regulations, for the State Community Development

Block Grant Program; and

f. Approve a local cash match contribution in the amount of $20,000.

Upon motion of Supervisor Salinas, seconded by Supervisor Parker, and carried by those

members present, the Board hereby:

Opened public hearing and continued scheduled item to Tuesday, August 25, 2009.

RECOMMENDATION:

It is recommended that the Board of Supervisors open a noticed public hearing and continue to

August 25, 2009 to approve a resolution to:

a. Determine that the federal Citizen Participation requirements have been met;

b. Approve submittal of a 2009 Economic Development Community Development Block

Grant CDBG) Planning Technical Assistance PTA) Grant Application for up to

$70,000 from the California Department of Housing and Community Development in

SUMMARY:

On June 25, 2009, the State of California issued a Notice of Funding Availability NOFA) under

the Community Development Block Grant Program CDBG) for Planning and Technical

Assistance PTA) grants. Jurisdictions can apply for up to $70,000 under the Economic

Development PTA Allocation. The Redevelopment and Housing Office will be preparing a

grant application for $70,000 to support. a business expansion project for the Firestone Business

application.

DISCUSSION:

The anticipated CDBG PTA grant application would provide funding to prepare economic,

financial and infrastructure analyses to support a focused expansion of the existing Firestone

Business Park, located south of the City of Salinas. The Redevelopment and Housing Office is

currently working in collaboration with the property owner to prepare the grant application.

OTHER AGENCY INVOLVEMENT:

The Redevelopment and Housing Office is collaborating with the Intergovernmental and

Legislative Affairs Office to carry out this project.

FINANCING:

The recommended action is a continuance of a noticed public hearing. There is no impact on the

General Fund.
