RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and Authorize the Registrar of Voters to execute Amendment No. 2 to Agreement 18G30127, related to voting systems, with the Office of the Secretary of State to extend the term through December 31, 2024 for remaining grant funds not to exceed the original grant amount of $1,911,396.30.
SUMMARY/DISCUSSION
The California Secretary of State awarded the Monterey County Elections Department funds as appropriated by Assembly Bill 1824, Chapter 38 (Stats. 2018) pursuant to California Elections Code sections 19400 and 19402. The California Secretary of State’s grant award provides the County of Monterey with three to one matching reimbursement funds, subject to the provisions of Agreement No. 18G30127 and all requirements under state and federal laws, regulations, and procedures. Pursuant to Election Code §19400 and 19402, grant funds may be spent on various components that constitute voting systems, such as ballot on demand, electronic poll books, and election management systems. Grant funds do not include maintenance and operating expenses. The original agreement, which was passed and adopted by the Monterey County Board of Supervisors on February 26, 2019 (Resolution #19-015), was amended by the Secretary of State, and then passed and adopted by the Board on November 5, 2019 (Resolution #19-381). This second amendment extends the deadline for submitting reimbursement claims from June 30, 2022 to December 31, 2024, for counties with remaining funds.
Copies of the Agreement and Amendment No. 1 are on file with the Clerk of the Board.
OTHER AGENCY INVOLVEMENT:
The requested Amendment No. 2 has been reviewed and approved by County Counsel as to form.
FINANCING:
There will be no additional cost to the County General Fund associated with the recommendation at this time.
The Department plans to incorporate grant related expenditures and offsetting reimbursement revenues into future budget cycles through December 31, 2024. If the Department submits additional unplanned claims that require an increase in appropriations and revenues, it will return before the Budget Committee and the Board.
The Department has been reimbursed a total of $936,292.40 under Amendment No. 1. The remaining balance of the original $1,911,396.30 grant is $975,103.90. Amendment No. 2 does not change these amounts, but simply updates the agreement end date.
