Report

RECOMMENDATION:

It is recommended that the Budget Committee support authorizing and directing the Auditor-Controller to increase appropriations and estimated revenues by $404,787 in the Sheriff’s FY 2023 24 Adopted Budget (001-2300-SHE003-8238) financed by an operating transfer from AB109 2011 Public Safety Realignment, (022-2550-PRO002) for the purchase of contraband scanners.

SUMMARY/DISCUSSION:

The Monterey County Sheriff’s Office (MCSO) was authorized by the Board on September 13, 2023 (A-16581) to purchase two (2) Tek84 body scanners, wherein MCSO initially absorbed the cost.

MCSO worked with the Probation Department and Community Corrections Partnership (CCP) and subsequently found an alternate funding source to offset the cost of the expenditure.

On November 16, 2023, the CCP approved the Sheriff’s Office AB109 request of $404,787 to fund the purchase of the two (2) scanners for the Jail from Tek84.

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and advised on this Agreement as to legal form. The Auditor-Controller has reviewed and approved the Agreement as to fiscal provisions.

FINANCING:

The Sheriff’s Office is asking support from the Budget Committee to increase appropriations and estimated revenues of the Adopted Budget for FY 2023-24 in the amount of $404,787 for the purchase of contraband scanners for the jail. The Community Corrections Partnership approved the request for AB109 funding on November 16, 2023. There is no impact to the General Fund Contribution as a result of this action.
