RECOMMENDATION:
It is recommended that the Board of Supervisors consider appointment of primary Supervisor and an alternate Supervisor to serve on the Friends of Laguna Seca Board of Directors, for a one-year term commencing on April 15, 2025.
SUMMARY/DISCUSSION:
On December 19, 2023, Friends of Laguna Seca (FLS) entered into a Concession Agreement with the County of Monterey for management of the Laguna Seca Recreation Area and WeatherTech® Raceway at Laguna Seca (Attachment A). The agreement became operational on August 1, 2024, following FLS satisfying certain conditions precedent.
Pursuant to Article 11.1, County Oversight and Access, the Board of Supervisors is allowed the appointment of one primary Supervisor and one alternate Supervisor to the FLS Board of Directors in a non-voting capacity. The County holds the authority to change the Board appointees on an annual basis at its sole discretion, and to change the status of the appointees to full voting capacity. Appointees will otherwise participate fully in all matters involving the FLS Board of Directors, and meet quarterly on the following dates for calendar year 2025:
April 24, 2025
July 27, 2025
October 23, 2025
Staff requests the Board of Supervisors appoint a Primary Supervisor and Alternate Supervisor to the FLS Board of Directors commencing April 15, 2025.
OTHER AGENCY INVOLVEMENT:
This report has been reviewed and approved by the Office of the County Counsel.
FINANCING:
There is no cost to the General Fund associated with this action.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Filling the existing vacancy on the Friends of Laguna Seca Board of Supervisors is consistent with the Board of Supervisors’ Strategic Initiative for Administration as this supports the administration of government functions.
