Title: a. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($9,800) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Standard Agreement between Monterey County Health Department, Behavioral Health Bureau (MCBHB) and FCS, Incorporated to provide search services for psychiatrists and psychiatric nurse practitioners for the provision of mental health treatment services to adults and children with psychiatric impairments and disabilities in the amount of $98,000 for Fiscal Year (FY) 2022-23 through FY 2024-25, for a total Agreement not to exceed the amount of $98,000 for the term of July 1, 2022 through June 30, 2025; and

b. Approve the modified automobile liability insurance and auto insurance endorsement provision, as recommended by the Director of Health; and

SUMMARY/DISCUSSION:

FCS, Incorporated presents highly qualified candidates that are licensed psychiatrist and nurse practitioners who are Board Certified or Board Eligible or have equivalent training and experience. FCS, Inc can do a nationwide search for potential candidates.  They can tap into a large talent pool of already vetted candidates.  Due to the nationwide shortage of psychiatrist and nurse practitioners it is important that the County utilizes all forms of recruitment.

 

This new Standard Agreement with FCS, Incorporated replaces an Agreement which expires on June 30, 2022. 

 

The Contractor has provided proof of Commercial General Liability (“GL”)  insurance, the GL Additional Insured and Primary, Non-Contributory endorsements as required by the County. 

Also provided is professional liability and Workers Compensation.  The Health Department request that the Board of Supervisors accept and approve the removal of the Commercial Auto lability Insurance and Auto endorsements.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section 7.01), a “good cause” provision effective immediately (Section 7.02), and a defunding provision (Section 7.03).

 

This work supports the Monterey County Health Department 2018-22 Strategic Plan Goal:  3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically:  8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and the Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions, respectively.  However, Risk Management cannot accept the non-standard insurance modification.

 

FINANCING:

This Agreement is funded by Realignment. The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2022-23 Requested Budget.  Any unused contract authority will be fully budgeted in the subsequent FYs, through the term of the Agreement.
