a. Approve and authorize the Director or Assistant Director of the Department of Social Services to execute a no cost Memorandum of Understanding (MOU) between the Santa Cruz-Monterey-Merced-San Benito-Mariposa Medical Managed Care Commission, dba Central California Alliance for Health (CCAH), and the County of Monterey on behalf of the Department of Social Services to provide coordinated Medi-Cal services for a retroactive term starting January 1, 2024 through December 31, 2027; and
b. Authorize the Director or Assistant Director of Social Services to execute up to three (3) amendments that do not significantly alter the scope of work or encompass payment.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Assistant Director of the Department of Social Services to execute a no cost Memorandum of Understanding (MOU) between the Santa Cruz-Monterey-Merced-San Benito-Mariposa Medical Managed Care Commission, dba Central California Alliance for Health (CCAH), and the County of Monterey on behalf of the Department of Social Services to provide coordinated Medi-Cal services for a retroactive term starting January 1, 2024 through December 31, 2027; and
b. Authorize the Director or Assistant Director of Social Services to execute up to three (3) amendments that do not significantly alter the scope of work or encompass payment.
SUMMARY/DISCUSSION:
The purpose of this MOU between CCAH and Monterey County Department of Social Services is to clarify roles and responsibilities among parties, support local engagement, and facilitate care coordination and the exchange of information necessary to enable care coordination and improve the referral process between the parties. The MOU explains how CCAH and Monterey County Department of Social Services shall improve transparency and accountability by setting forth certain existing requirements for each part as it relates to service or care delivery and coordination so that the parties are aware of each other’s obligations.
The Department is asking to renew the MOU retroactively to January 1, 2024, to allow the Department to continue coordinating California’s Medicaid program (Medi-Cal) for residents of the County of Monterey.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved these Agreements as to legal form.
FINANCING:
This is a no-cost Agreement. There are no General Fund impacts resulting from this recommended Board action.
