Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Community Human Services for operation of an emergency shelter for women and families with children for the period July 1, 2022 to June 30, 2023 for a contract amount of $100,000; and

b. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Community Human Services for operation of a year-round shelter for young adults ages 18-24 on the Monterey Peninsula for the period of July 1, 2022 to June 30, 2024 for a contract amount of $60,000; and

c. Authorize the Director or Assistant Director of the Department of Social Services to sign up to (3) amendments to these agreements where the total amendments do not exceed 10% of the contract amounts, $10,000 and $6,000 respectively, and do not significantly change the scopes of work.

 

SUMMARY/DISCUSSION:

These agreements provide supplemental funding towards the operations of the Casa de Noche Buena (CDNB) and the Safe Place Youth Shelter, both operated by Community Human Services (CHS). The CDNB emergency shelter serves single women and families with children in Seaside and the Monterey Peninsula, and the Safe Place Youth Shelter serves young adults ages 18-24 that are experiencing homelessness.

 

CHS has received capital and operating funding from the Homeless Emergency Assistance Program (HEAP) but has ongoing need for operational support. The Board of Supervisors previously approved a request from CHS to utilize a county-owned facility to implement and administer this project located in Seaside. In addition to the county, CHS is also seeking support for ongoing operations from the City of Seaside and other Peninsula cities, and philanthropic organizations. This agreement for CDNB is for the Monterey County’s contribution of ongoing operational support for the period of July 1, 2022 through June 30, 2023 in the amount of $100,000.

 

In coordination with Gathering for Women (GFW), CDNB residents receive wrap-around services such as enrollment in coordinated assessment, assistance with mainstream program applications, meals, housing services assistance, and comprehensive case-management for families. As a COVID safety precaution, all case management is now provided on site versus transporting single women to and from the GFW Day Center.

 

Safe Place provides year-round shelter for young adults experiencing homelessness on the Monterey Peninsula. The Youth Shelter operates 7 days a week from 7 p.m. - 7 a.m. Services include 2 meals per day and guests are provided information and referral assistance with completion of application forms for mainstream benefits. The agreement of $60,000 will provide ongoing operational support for the period of July 1, 2022 through June 30, 2024.

 

These agreements are being brought to the Board for approval because the total funding combined is greater than $100,000 and they are for the provision of like services. Both CDNB and Safe Place programs are consistent with the intent and approved uses of HHAP, Round 3 funding. The youth shelter qualifies for utilization of HHAP 3 youth set-aside funds which requires a minimum amount of the total HHAP 3 allocation be spent on youth specific services to address homelessness on this population.

 

OTHER AGENCY INVOLVEMENT:

The Department of Social Services (DSS) provides oversight of the CDNB project partnership between Community Human Services and Gathering for Women, as well as the Safe Place Youth Shelter.  DSS also provides continued collaboration with homeless services providers for the youth shelter.  The Auditor-Controller and Purchasing have reviewed and approved these agreements. County Counsel has approved the agreements as to form.

 

FINANCING:

These agreements are funded through the State Homeless Housing, Assistance and Prevention,  Round 3 (HHAP 3) grant. The Safe Place youth shelter agreement is specifically eligible to be funded with a portion of the county’s HHAP 3 youth set-aside component of the funding. Sufficient appropriations and revenues are included in the Community Programs 001-5010-SOC004 FY 2022-23 Recommended Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Both agreements correlate with the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of the Lead Me Home Plan by providing services to individuals and families experiencing homelessness.
