Consider proposed Board of Supervisors’ appointments to various Standing Committees, Non-County Entities, and Ad Hoc Committees for calendar year 2025.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Ratify the standing committee rotational schedule;
b. Consider appointments to Non-County Entities as proposed by the incoming Chair;
c. Appoint two members of the Board of Supervisors to serve on the Measure AA Ad Hoc Committee;
d. Appoint one member of the Board of Supervisors to serve as primary, and the County Administrative Officer or Designee to serve as alternate, on the Groundwater Sustainability Agency Working Group, for a four-year term effective upon appointment; and,
e. Provide further direction.
SUMMARY:
In March 2022, the Board of Supervisors (Board) adopted policy language establishing the rotation of appointments to standing committees with three-year terms, sequentially by district, and continued confirmation of members to ad hoc committees and appointments to non-county entities at the beginning of each calendar year.
DISCUSSION:
Board Policy G-10 (Exhibit A) addresses Board standing and ad hoc committees, non-county entities to which the Board makes appointments, and the process for making such appointments. The policy set forth a rotating membership for standing committees with three-year terms and continued the confirmation of ad hoc committees and appointments to non-county entities on an annual basis.
Standing Committees:
The rotational sequence for standing committee appointments commenced in January 2023, following Board approval. In accordance with the policy, supervisors whose district is in sequence, will have the ability to assign or delegate membership on a standing committee to another supervisor. Such assignment or delegation will require Board approval. The rotation schedule is enclosed as Exhibit B.
Non-County Entities:
On December 4, 2024, the Board directed staff to suspend the existing procedure and initiate a pilot solicitation process for the 2025 appointments. As part of the pilot, the selection process was conducted during open session on January 7, 2025, during which time Board members had an opportunity to state their preference for consideration of appointment to non-county entities. The Chair has considered input received during the meeting and prepared recommendations for those entities for Board consideration.
A new group, entitled Groundwater Sustainability Agency Working Group, has been added to the non-county entity list under term appointments. The Board is asked to appoint one member of the Board of Supervisors as delegate, with the County Administrative Officer or Designee serving as alternate, for a four-year term effective upon appointment.
Ad Hoc Committees:
On January 7, 2025, the Board directed the creation of a Measure AA Ad Hoc Committee, retitled the Non-County Entity Appointment Procedure Ad Hoc Committee to “Standing Committee Appointment Procedure Ad Hoc Committee”, and continued the remaining ad hoc committees. The Board is asked to appoint two members of the Board to serve on the Measure AA Ad Hoc Committee. A detailed list of ad hoc committees is enclosed as Exhibit C for the Board’s reference.
A consolidated list of standing committee appointments and proposed members of the Board of Supervisors’ appointments to various Non-County Entities by the incoming Chair is attached to this report as Exhibit D for Board consideration.
Upon Board direction, the County Administrative Office will modify and post the 2025 appointment list accordingly.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office coordinated with the Office of County Counsel and the incoming Chair of the Board of Supervisors (District 3).
FINANCING:
There are no financial impacts to the General Fund resultant to the Board receiving this report. Costs related to the operation of various boards, committees and commissions are funded in the appropriate departmental budget related to their operations.
