RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Authorize the Director of Health to execute a three-year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with Summitview Child and Family Services, Inc. for the provision of mental health services in the amount of $519,841 for FY 2015-16, $519,841 for FY 2016-17, and $519,841 for FY 2017-18 for a total Agreement amount of $1,559,523; and
b.      Authorize the Director of Health to approve up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original Agreement amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
The County currently has Agreement A-12314 with Summitview Child and Family Services, Inc. which will expire on June 30, 2015.  Summitview provides an array of mental health services and rehabilitative care to Monterey County children.  Children placed in Summitview suffer from seriously emotional and behavioral problems, which interfere with their ability to effectively function within their home and in the community. The services provided at Summitview are designed to prevent placement in more restrictive and costlier settings such as inpatient hospitals, out of state residential or juvenile justice facilities. The goals of the program are to improve the youths social and interpersonal functioning and self-management skills so youth can return home, or are able to enter a lower level of care, and improve academic achievement.
 
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
The Agreement contains the County's standard 30-day "no cause" provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
 
OTHER AGENCY INVOLVEMENT:
The County Counsel and Auditor-Controller have reviewed this Agreement as to legal form, and fiscal provisions respectively. A copy of this Agreement is on file with the Clerk to the Board.
 
 
FINANCING:
This Agreement is funded by Mental Health Services Act Community Services and Supports (2%), Federal Financial Participation (16%), Early Periodic Screening Diagnosis and Treatment (14%), and Special Education Local Plan Area (SELPA) (68%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for FY 2015-16 are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2015-16 Requested Budget.   The funds for this Agreement for FY 2016-17 and FY 2017-18 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
