RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Reallocate two (2) vacant 2.0 FTE Public Health Nutritionist II to two (2) 2.0 FTE Public Health Program Coordinator in Health Department Budget Unit HEA003-8124; and
b.   Authorize the County Administrative Office to incorporate approved position changes in the  
FY 2013-14 Adopted Budget.
 
SUMMARY/DISCUSSION:
The recommended action will provide the appropriate staffing level for the proper implementation and management of the Breastfeeding Peer Counseling Program (BPC) and the Network for a Healthy California Project, both housed in the Public Health Bureau (PHB), Nutrition Services Division.
 
The BPC is a program with the Special Supplemental Nutrition Program for Women, Infants and Children (WIC).  It is competitively funded and the funds are in addition to base WIC funding for core services.  The person in charge of the program must be an International Board Certified Lactation Consultant and a registered dietitian.  The position requires day-to-day planning, grant application, supervision, oversight, outcome analyses, quarterly and annual reporting and fiscal oversight.  It also requires staff and community training.  The position acts as the breastfeeding resource and subject matter expert for County breastfeeding policies for Monterey County, County Breastfeeding Coordinator and Lactation Accommodation in the Workplace Task Force Chair. The BPC Director typically works in the WIC program and assists the Public Health Program Manager and supervises professional and paraprofessional staff in the delivery of nutrition education services to WIC participants.  
 
The Network for a Healthy California is charged with implementation of comprehensive Supplemental Nutrition Assistance Program Education Programs throughout the Monterey and San Benito County region.  This program is currently supervised by a Supervising Public Health Nutritionist (SPHN) and the scope of work required of the Network for a Healthy California Project Director far exceeds the duties outlined in the SPHN classification.  The director is responsible for grant writing, program planning, management, outcome analyses and fiscal oversight.
 
OTHER AGENCY INVOLVEMENT:
The Human Resources Department concurs with this recommendation.  Attachment A Budget Information Sheet is on file with the Clerk of the Board.
 
FINANCING:
The additional annual costs associated with this recommendation are estimated at approximately $15,100.  The entire amount will be invoiced and reimbursed by the respective program.  There are sufficient appropriations in the Health Department's Public Health HEA003-8124 Fiscal Year 2013-14 Adopted Budget to accommodate this action.
