a. Approve and authorize the Director of the Department of Social Services or designee to sign a retroactive Renewal and Amendment No. 2 to Agreement #A-17189 with Meals on Wheels of the Monterey Peninsula to provide congregate and home delivered meals, and nutrition education services to seniors, adding $516,316 for a new contract total of $954,474 retroactive to June 30, 2026, and extending the term by three years, for a new term of January 7, 2025 through March 31, 2029; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three future amendments where the total amendments do not exceed 10% ($95,447) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,049,921.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services or designee to sign a Renewal and Amendment No. 2 to Agreement #A-17189 with Meals on Wheels of the Monterey Peninsula to provide congregate and home delivered meals, and nutrition education services to seniors, adding $516,316 for a new contract total of $954,474 retroactive to June 30, 2026, and extending the term by three years, for a new term of January 7, 2025 through March 31, 2029; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three future amendments where the total amendments do not exceed 10% ($95,447) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,049,921.
SUMMARY:
This Amendment provides additional one-time funding through the Modernizing Older Californians Act funding to support Monterey County seniors through congregate meals, home-delivered meals, and nutrition education services for adults age 60 and over, individuals with disabilities, and family caregivers.
DISCUSSION:
The original agreement, awarded to Meals on Wheels of the Monterey Peninsula, provides funding from the California Department of Aging, through the Modernizing Older Californians Act to support existing Senior Nutrition Programs under the Older Americans Act (OAA). The funding will enhance in-person congregate meals, home-delivered meals for temporarily or permanently homebound older adults and provide nutrition education services in Monterey County.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded by the Modernizing Older Californians Act. Sufficient appropriations and estimated revenues in the Area Agency on Aging 001-5010-SOC010 are included in the FY 2026-27 Recommended Budget and incorporate future appropriations in the corresponding budget processes.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This Agreement aligns with the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by supporting programs that enhance services promoting the health, independence, well-being, and quality of life of older adults, individuals with disabilities, and caregivers through coordinated efforts across Monterey County.
