PROJECT INFORMATION:
Planning File Numbers: REF100014 (Inland) and REF120004 (Coastal)
Applicant: County of Monterey, RMA-Planning
Project Location: County-wide
CEQA Action: Categorically Exempt per Section 15306 (Information Collection)

RECOMMENDATION:
It is recommended that the Board of Supervisors receive a status update from the Resource Management Agency-Planning (RMA-Planning) regarding the proposed ordinances to eliminate the Minor and Standard Subdivision Committees and direct staff to return on February 12, 2013 with proposed options for the processing of lot line adjustments and subdivision applications.

A public hearing scheduled for February 12, 2013 would allow staff additional time to evaluate each processing option, including the financial implications for each option and prepare a staff report.

SUMMARY:
A public hearing to consider adoption of ordinances was scheduled for November 6, 2012.  On November 6, the Board of Supervisors continued the public hearing to January 29, 2013.  Staff is now proposing that instead of a public hearing to consider the adoption of ordinances, staff will return to the Board of Supervisors on February 12, 2013 to present options to the Board and receive direction on the selected option to enable staff to make such revisions as may be needed to the proposed ordinances to reflect Board's direction.  Staff would then return to the Board at a newly noticed public hearing on a future date to consider adoption of the revised draft ordinances.

At the February 12, 2013 Board hearing, staff will present the options as presented to the Planning Commission for consideration.  Additionally, in order to assist the Board in providing direction on the options presented, a financial and scheduling analysis for each option will be presented.

FINANCING:
Funding for staff time associated with this project is included in the FY12-13 Adopted Budget for RMA-Planning.
