Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Presentation on Connecting Policy, People, and Programs from the County of Monterey Civil Rights Office.

SUMMARY:

At the June 2026, Equal Opportunity Committee Meeting, the Committee Members directed the Civil Rights Office to give a presentation on “Connecting Policy, People, and Programs” to the full Board of Supervisors. The presentation describes the theory of impact of the Civil Rights Office, and how its role enhances the well-being of both employees and residents.

DISCUSSION:

The presentation “Connecting Policy, People and Programs” describes the Civil Rights Office's mission to develop and utilize equitable tools and practices to help advance civil rights policies across the County and theory of impact for making data-informed decisions related to Title VI and VII of the Civil Rights Act.

The Civil Rights Office is charged with enforcing Title VI and VII of the Civil Rights Act for the County through the Nondiscrimination, Sexual Harassment, Language Access and Effective Communication, and Reasonable Accommodation Policies.  The Board has also charged the Civil Rights Office with enforcement of Title VI through the Title VI Implementation Plan. The Civil Rights Office achieves its goals through training, investigations, special programs, compliance reviews, and consulting. The presentation outlines the dual role that the Civil Rights Office plays regarding its work with residents - Title VI - and employees- Title VII - and how both roles, at first glance apparently unconnected, enhance the well-being of our employees and community.

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The Civil Rights Office initially presented its theory of impact to the Equal Opportunity Committee. The Committee directed the Civil Rights Office to bring the presentation to the full Board of Supervisors.
