RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.  Adopt Plans and Special Provisions for the procurement (delivery and application) of asphalt emulsion for the Seal Coat FY18, Project No. 5518; and

b.  Authorize the Resource Management Agency Director to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

PROJECT INFORMATION:

Annually, the Resource Management Agency - Public Works & Facilities performs seal coat pavement maintenance on County roads.  This year’s Annual Seal Coat project consists of treating Davis Road (Reservation Rd. to Blanco Rd.), Jolon Road (milepost 32 to Bridge No. 327), and Pine Canyon Road (Jolon Rd. to Pine Meadow Dr.); approximately 10.3 total centerline miles.

 

SUMMARY:

Adoption of the Plans and Special Provisions will authorize the Resource Management Agency (RMA) to proceed with advertising for the procurement (delivery and application) of asphalt emulsion for the Seal Coat FY18, Project No. 5518 (hereafter, “Seal Coat FY18” or “project”).

 

DISCUSSION:

The contract for the procurement of emulsion is a component of the Seal Coat FY18.  The contract consists of delivery and application of asphalt emulsion to various County roads.  Contingent upon available funding, the Seal Coat FY18 proposes to apply chip seal on the various County roads that is consistent with the Pavement Asset Management Plan (PAMP) and Annual Maintenance Plan.  The PAMP includes a 5-year pavement plan that was established based on the condition of the pavement, the amount of traffic, and if the roads provide a benefit to tourism and agriculture.  These roads to receive treatment are listed in the fourth year of the 5-year plan.

 

RMA-Public Works Maintenance is performing preparatory work for the project.

 

The bid opening is set for August 4, 2017 at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901.  Project construction is scheduled to begin in October 2017.

 

The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use (See CEQA Guidelines, CCR § 15301 Existing Facilities).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions respectively.

 

FINANCING:

The total estimated cost for this component, asphalt emulsion procurement, of the project is $171,729.  There is sufficient appropriation in Fund 002, subfund HORC, Unit 8433, RMA012 in FY2017-18 to finance this project.
