RECOMMENDATION:

It is recommended that the Board of Supervisors:

Adopt a resolution to authorize the Department of Emergency Management to receive award from the Fiscal Year (FY) 2023 Homeland Security Grant Program (HSGP) in the amount of $488,715.

 

SUMMARY:

On August 22, 2023, per Resolution No. 23-318, the County of Monterey Board of Supervisors authorized the Department of Emergency Management to submit an application for the purpose of obtaining financial assistance to the Federal Emergency Management Agency (FEMA) through the California Governor’s Office of Emergency Services (CalOES) for the FY 2023 HSGP.  This application resulted in an award from HSGP to the County of Monterey in the amount of $488,715 with a performance period of September 1, 2023, to May 31, 2026.

 

The Department of Emergency Management requests authorization to receive the FY 2023 HSGP award of $488,715, funded by grant revenue from HSGP.

 

DISCUSSION:

HSGP is a federally funded program to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other threats.  This grant provides resources required for implementation of the National Preparedness System, especially supporting the National Preparedness Goal of a secure and resilient nation.  HSGP supports the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets and supports a full range of preparedness activities across all core capabilities and mission areas.  HSGP funds are utilized for the purchase of specialized equipment and training for fire, law enforcement, public safety agencies, and other local jurisdictional emergency management agencies.  This funding enhances the capabilities of local governments and stakeholder agencies to plan for and respond to large scale emergencies, disasters, and other hazardous events.

 

The Department of Emergency Management executes and manages grant documents for HSGP on behalf of the Monterey County Operational Area.  HSGP funds impact many local agencies such as the Monterey County Health Department, Monterey Peninsula Regional Special Response Unit, Salinas Fire Department, Monterey County Urban Search and Rescue, City of Monterey Fire Department, Marina Fire Department, Monterey County Elections Office, Monterey County Regional Fire District, and the Monterey County Sheriff’s Office Bomb Squad, Dive Team, Search and Rescue Team, and SWAT Team.  The Department of Emergency Management was awarded $531,920 in FY 2020 to support 18 projects across local agencies, $508,867 in FY 2021 to support 23 projects across local agencies, and $488,715 in FY 2022 to support 20 projects across local agencies. 

 

In FY 2023, the Department of Emergency Management was awarded $488,715 which will support 18 projects across the Monterey County Operational Area and directly benefit the following local agencies: the City of Monterey Fire Department, Marina Fire Department, County of Monterey Department of Emergency Management, County of Monterey Elections Office, Monterey County Regional Fire District, County of Monterey Sheriff’s Office, and the Monterey Peninsula Regional Special Response Unit.

 

This resolution will authorize the Department of Emergency Management to receive the award for FY 2023 HSGP and thus, continue supporting local agencies through administration and management of HSGP funds for the prevention, protection, mitigation, response to, and recovery from acts of terrorism and other threats.

 

OTHER AGENCY INVOLVEMENT:

The Department of Emergency Management will coordinate applications and reporting efforts with HSGP Program Representatives.  County Counsel’s Office, the Auditor-Controller’s Office, and Risk Management have reviewed and approved as to form. 

 

FINANCING:

There is no impact to the General Fund.  HSGP does not require matching funds.
