RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or the Assistant Director of Health to execute an Agreement with the Transportation Agency of Monterey County (TAMC), for the provision of community engagement and outreach support services by the Monterey County Health Department, Administration Bureau, Planning and Evaluation, and Policy (PEP) Unit, as part of the Safe Routes to School Salinas Valley project, for  the term retroactive to February 23, 2022 through June 30, 2024, for a total contract liability of $90,080; and

b. Accept non-standard insurance and indemnification provisions in Agreement, as recommended by the Director of Health; and

c. SUMMARY/DISCUSSION:

The Monterey County Health Department (MCHD), in collaboration with the Transportation Agency of Monterey County (TAMC), has supported healthy and safe transportation for county students by improving safety and increasing the frequency of bicycling and walking to schools in Monterey County.  This has included working collaboratively on developing Safe Routes to School Plan development projects over the past several years.  The overall goal for the Safe Routes to School Salinas Valley project is to develop a regional safe route to school plan for four (4) South County communities, including the cities of Gonzales, Soledad, Greenfield, and King City, by June 2024.  The Safe Routes to School Salinas Valley project would serve a total of 22 schools and 15,927 students.

 

MCHD’s allocation is for $90,080 over the term of the Agreement. The funds from this grant, will be used to provide community engagement and outreach support by the MCHD’s Administration Bureau’s Planning and Evaluation, and Policy (PEP) unit.  PEP staff will help promote project activities, including a pilot participatory budgeting process led by TAMC and four (4) on-street “pop-up” demonstrations to allow community members to walk, bike and drive through proposed street designs.  Community feedback will be collected to assess whether the community is interested in making the infrastructure and non-infrastructure recommendations.  Any remaining funds will be used to coordinate, administer, and manage the grant.  PEP has begun planning and contacting key stakeholders, given the urgency of the grant timeline, which required staff to support the launch of this project before bringing this to the Board of Supervisors. 

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals:  1. To empower the community to improve health and 2. Enhance community health and safety through prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health Services; and 4. Engage MCHD workforce and improve operational functions to meet current and developing health needs.  It also supports the following of the ten essential public health services, specifically:  1. Monitor health status to identify and solve community health problems.  2. Diagnose and investigate health problems and health hazards in the community; 3. Inform, educate, and empower people about health issues.  4. Mobilize community partnerships and action to identify and solve health problems.  5. Develop policies and plans that support individual and community health efforts; and 10. Research for new innovative solutions to health problems.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

Funding for the project will come from the Caltrans Sustainable Transportation Planning Grant Program, via the Transportation Agency for Monterey County (TAMC) to the Monterey County Health Department. There are sufficient appropriations in the Health Department’s (8438-HEA014) FY 2021-22 Adopted Budget to cover Recommended action and will be included in the FY 2022-23 and FY 2023-24 Requested Budgets.
