RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Social Services to execute a zero cost Memorandum of Understanding with Coalition of Homeless Services Providers for Homeless Management Information System data sharing for the period of May 1, 2022 to June 30, 2027; and

b. Authorize the Director of Social Services to sign up to three (3) amendments to this agreement as long as they do not encompass payment or significantly change the scope of services.

 

SUMMARY/DISCUSSION:

The Coalition of Homeless Services Providers (CHSP) maintains the local Homeless Management Information System (HMIS) and is the custodian of its database. An HMIS contains information on the provision of housing and services to individuals and families currently experiencing or at risk of homelessness. Data on persons experiencing homelessness is collected and maintained at the

local level and can be used to inform homeless policy and decision-making. An HMIS can be used to understand patterns of service use and measure the effectiveness of homelessness response systems.

 

The data within the local HMIS has not been crossed analyzed with other systems with the purpose of gaining potential insights into solutions to the problem of homelessness. This Agreement will provide the Department of Social Services the ability to securely access and extract the data in the HMIS. This will allow the Department to begin the process of analysis which will provide a wealth of information on homelessness in Monterey County and the surrounding areas.

 

Further, the information, once stripped of Personally Identifiable Information, will be made available to partner agencies serving persons experiencing homelessness within and around Monterey County. This will assist agencies working with the population who wish to conduct their own review and analysis.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the agreement as to form.

 

FINANCING:

This is a zero-cost agreement. There is no impact to County General Fund dollars from this action.

 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates with the Administration Strategic Initiative by providing the Department with data on homelessness in Monterey County which can be analyzed and shared to inform future decisions and activities.
