a. Authorize the Chief Information Officer to execute a non-standard Agreement with ICEYE North America Inc. for Geographic Information System (GIS) overlay disaster response data for the term of July 15, 2024, through July 14, 2027, in an amount not to exceed $75,000; and
b. Authorize the Chief Information Officer or his designee to execute related order forms and such documents as necessary with ICEYE North America Inc. for purposes of this Agreement; and
c. Authorize the Chief Information Officer or his designee the option to execute up to three (3) one (1) year future amendments to this Agreement, each extending the term by one year, where the additional cost of each Amendment does not exceed 10% ($2,500) of the original contract amount of $25,000 per year, bringing the maximum additional compensation to $27,500 for each additional one-year term and potential overall Agreement aggregate not to exceed amount to $157,500.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Chief Information Officer to execute a non-standard Agreement with ICEYE North America Inc. for Geographic Information System (GIS) overlay disaster response data for the term of July 15, 2024, through July 14, 2027, in an amount not to exceed $75,000; and

SUMMARY:
The Information Technology Department (ITD) employs technical tools in the geographic information system (GIS), which stores and manipulates geographical information on a computer. The new agreement will allow near-real-time satellite imagery and disaster response data to support county department emergency services and disaster assessments for the County of Monterey departments.
DISCUSSION:
ICEYE North America Inc. enables access to data levels to monitor large and small areas in any weather condition. This information could allow county departments with constituents that rely on mapping for their safety during disasters to access this information if needed. The following departments may deploy this service:
• Public Works, Facilities, and Parks Department (PWFP) may utilize the information for roads and other public thoroughfares affected by storms that result in flooding.
• The Sheriff’s Office could use the data for public safety during emergency response due to storm activities.
• Emergency Medical Services (EMS) may perhaps use the information to assist in ambulance services to clients in peril due to storm-related activities.
• The Office of the Agricultural Commissioner may possibly use this service to assess the impacts of disaster on the crops and their scientists that gather disease and pest control information.
• The Housing Community Development Department (HCD) might need the information provided by this subscription to effectively continue with planning and permitting for areas affected by disasters.
• The Department of Emergency Management has requested that this software be implemented and made available to other departments within the County.
Along with ITD’s GIS Team meeting with the departments to further identify more business use cases, post-disaster data is critical to all aspects of the County.
The Chief Information Officer recommends that this non-standard Agreement with ICEYE North America, Inc., for disaster response data be approved.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the non-standard Agreement with ICEYE North America Inc. The Auditor-Controller reviewed the contract but disagreed with the non-standard payment provisions.
FINANCING:
Funds for the proposed agreement in the amount of $25,000 have been included in the FY24-25 Requested Budget for the Information Technology Department, ITD 1930, Appropriations Unit INF002 as part of the Enterprise Fee that benefits all County Departments. Funds relating to agreement costs in future fiscal years will be included in each respective Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The Board’s approval of the recommended agreement will assist in providing disaster response data to county departments.
