RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Treasurer-Tax Collector or their designee to execute Amendment No.1 to Agreement A-17394 with Neumo Justice Systems, LLC, formerly known as Columbia Ultimate Business Systems, LLC, to provide a hosted Voice over Internet Protocol (VoIP) phone system with voicemail and multi-line calling service to aid in the collection of court-ordered fines and fees for a revised term of July 1, 2024 to December 31, 2026, and increasing the Agreements amount by $125,000, for a revised total agreement amount not to exceed $225,000.
SUMMARY:
With Board approval, the Treasurer-Tax Collector executed Retroactive Non-Standard Agreement A-17394 (Agreement) with Columbia Ultimate Business Systems, LLC (Contractor) on May 13, 2025, for a term of July 1, 2024, through December 31, 2025, for an amount not to exceed $100,000 to provide a hosted VoIP phone system with voicemail. To avoid any disruption in services the Treasurer-Tax Collector recommends extending and increasing the Agreement and reflecting the change of name of the Contractor through December 31, 2026, with a total cost not to exceed $225,000.
DISCUSSION:
The Treasurer-Tax Collector has a continued need for the services mentioned above through December 31, 2026. The Treasurer-Tax Collector recommends the Board of Supervisors amend the original Agreement (A-17394) with Amendment No. 1 to allow for continuation of services for one additional year through December 31, 2026, and to increase the Agreement’s amount by an additional $125,000 for a total not to exceed $225,000.
The Contractor of Agreement A-17394 is Columbia Ultimate Business Systems, LLC. In September 2025, Columbia Ultimate Business Systems, LLC filed for a change of name with the Secretary of State of the State of Delaware. The name is changing to Neumo Justice Systems LLC, but the Contractor’s Employer Identification Number and other tax filing information will not change. Therefore, a simple amendment can memorialize the change of Contractor name.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
County Counsel, Risk Management, Auditor-Controller, and Contracts Procurement has reviewed this report and Amendment No.1 to the Agreement with Neumo Justice Systems, LLC, formerly known as Columbia Ultimate Business Systems, LLC. The County Counsel’s Office approves the Amendment as to form, despite the nonstandard provisions of the previous Board-approved Agreement.
FINANCING:
There is no impact to the general fund, as the Treasurer-Tax Collector’s Revenue Division participates as a State of California Comprehensive Collections Program (CCP), allowing the department to recoup costs incurred in the collection of court-ordered debt.
