RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and Authorize the Contracts and Purchasing Officer or designee to execute a non-standard Agreement between the Monterey County Sheriff’s Office (MCSO) and Honeywell International, Inc. for enterprise building integrator (EBI)/heating, ventilation, and air conditioning (HVAC) maintenance, repair, fire test & inspection, for the MCSO (Public Safety Building and Monterey County Jail) in the amount of $1,098,059 for the period of July 1, 2025 to June 30, 2030.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office (MCSO) requests approval of this agreement.
On October 13, 2020 the Board of Supervisors approved the agreement with Honeywell International, Inc., to provide enterprise building integrator (EBI) and heating, ventilation, and air conditioning (HVAC) maintenance, repair and installation to the MCSO (Public Safety building and Monterey County Jail [Monterey County Jail consist of the old & new Jail). The current agreement expires on June 30, 2025. This agreement provides service to the MCSO for another five years.
The heating and ventilation systems are nearing the end of or have passed their useful life span, therefore creating energy inefficiencies and are prone to an enormous amount of breakage and downtime creating health and safety issues within the facilities.
The purpose of this contract is to address the necessary ongoing maintenance of the facilities' current equipment and provide the MCSO the ability to respond efficiently and effectively to breakages occurring within the existing equipment.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the agreement as to legal form. The Auditor-Controller has reviewed the contract but does not agree to the non-standard payment provisions. The indemnity and insurance are non-standard and has been reviewed by Risk management.
FINANCING:
The cost of this agreement is included in the FY2025-2026 Recommended Budget, and ongoing costs will be included in future year budgets. There is no impact in General Fund Contribution resulting from this Board action.
