RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a Standard Agreement with Dempsey Family and Community Counseling and Consulting, Inc. DBA SAA for the provision of training and consultation services for a total Agreement not to exceed $148,000 for the term upon execution through June 30, 2026; and

b. Approve the recommendation of the Director of Health Services or designee to accept the modified automobile liability insurance and insurance endorsement provisions in the Agreement; and

c. Authorize the Director of Health Services or designee to approve up to three (3) future amendments that do not exceed 10% ($14,800) of the original Agreement amount, do not significantly alter the scope of services, and do not exceed the total not-to-exceed amount of $162,800.

 

SUMMARY/DISCUSSION:

Dempsey Family and Community Counseling and Consulting trains clinicians and students in a number of evidence-based therapy practices including Motivational Interviewing, Cognitive Behavioral Therapy, Applied Suicide Intervention Skills Training, and the Neurosequential Model of Therapeutics. Dempsey Family and Community Counseling and Consulting also provides coaching and consultation to behavioral health systems seeking to improve their recovery-oriented, culturally responsive, and trauma-informed practices.

 

Dempsey Family and Community Counseling and Consulting will provide introductory and advanced Motivational Interviewing (“MI”) training and consultation to the Behavioral Health Bureau clinical staff on the uses of effective “MI” practices that engage clients with identifying and participating in their own processes of change.

 

The Contractor has provided proof of Commercial General Liability (“GL”) and Personal Automobile (“Auto”) Liability insurance, and the GL Additional Insured endorsement as required by the County; however, cannot provide the Auto Liability Additional Insured endorsement and the respective GL and Auto Primary and Non-Contributory endorsements. The Contractor has provided the Professional Liability insurance as required by the County. The Health Department recommends accepting the modification to the Commercial Auto Liability insurance requirement and GL and Auto Liability insurance endorsement requirements as the Contractor will not provide direct client services nor transportation to clients or County staff.

 

This work supports one of the County of Monterey Health Department 2018-2024 Strategic Plan Goal(s):  4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports the following of the ten essential public health services, specifically: 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and the Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions, respectively. However, Risk Management cannot accept the non-standard insurance modification.

 

FINANCING:

This Agreement is funded by Mental Health Services Act funds, which are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2024-25 Adopted Budget. Any unused contract authority will be fully budgeted in the subsequent FYs, through the term of the Agreement.
