RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve the Monterey County Expenditures Workbook and Program Descriptions for Child Abuse Prevention Intervention and Treatment Funds (CAPIT), Community Based Child Abuse Prevention Funds (CBCAP) and Community Based Preservation of Safe and Stable Families Funds (PSSF)
 
SUMMARY/DISCUSSION:
AB 636 requires counties to complete a Self Improvement Plan to assist in efforts to improve results for children involved with the Child Welfare and Foster Care system.  The Family and Children's Services (FCS) Branch of the Department of Social and Employment Services (DSES) completed this plan in conjunction with Monterey County Probation and the Child Abuse Prevention Council (CAPC).
 
As part of the System Improvement Plan, the State Office of Child Abuse Prevention (OCAP) requires an Expenditure Workbook and Program Descriptions to be approved by the Board of Supervisors (BOS).  This workbook was not finalized when the System Improvement Plan was presented for BOS approval in March of 2011 as it was still being reviewed by OCAP.  On May 25, 2012 the Expenditure Workbook Summary and Program Descriptions was approved for submittal to the BOS by OCAP.  Recommended approval will allow for finalization of Monterey County's Child Welfare System Improvement Plan.
 
OTHER AGENCY INVOLVEMENT:
The Self Assessment was completed under the oversight of the Monterey County Children's Council System of Care Governance Committee.  This committee also oversees the Monterey County Health Department's Behavioral Health Division Children's "La Familia Sana" System of Care process.  There were also many key community partners involved in the development of the System Improvement Plan.
 
FINANCING:
Execution of this approval has no immediate financial impact to the County.  Continued progress in meeting the outcome goals and continued efforts to implement innovative child welfare programs is dependent upon ongoing State and Federal financing.  That financing requires a completed System Improvement Plan, Expenditures Workbook and Program Descriptions.  There is no impact to the County discretionary contributions.
