SUMMARY:
The California Department of Social Services (CDSS) launched the Housing and Disability Advocacy Program (HDAP) pursuant to Assembly Bill (AB) 1603 (Chapter 25, Statutes of 2016). HDAP is a state-funded program administered locally by County of Monterey Department of Social Services, Aging and Adult Services (AAS). The HDAP is intended to support participants in meeting two important program goals: securing disability benefits and stabilizing in permanent housing.
DISCUSSION:
The HDAP will assist County of Monterey in addressing homelessness for individuals who may be eligible for disability benefits. Outreach, case management, advocacy and housing assistance are the four program components required to be offered. AAS will collaborate with other County departments and community partners to administer the HDAP. Outreach and disability advocacy for HDAP participants will be provided by AAS. Through this Agreement, the Central Coast Center for Independent Living (CCCIL) will provide program housing case management, housing search, placement support and rental subsidies for HDAP participants referred by the AAS.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded by HDAP State Funding. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2026-27 Recommended Budget.
