RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve Professional Services Agreement with TRC Engineers, Inc. to provide professional engineering services for the Castroville Community and School Connections Project through Active Transportation Program, Request for Proposals #10911, for an initial term of three years from October 22, 2024 to October 21, 2027, with the option to extend the Agreement for two additional years, for an amount not to exceed $576,608; and

b.  Authorize the Contracts & Purchasing Officer or their designee to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or increase the amount by more than 10% ($57,661) of the original approved Agreement amount of $576,608, bringing the potential overall aggregate not to exceed amount to $634,269, subject to review and approval as to form by the Office of the County Counsel and as to fiscal provisions by the Auditor-Controller’s Office.

 

SUMMARY/DISCUSSION:

On June 14, 2022, the Board of Supervisors (the Board) approved the submittal of grant applications to California Department of Transportation (Caltrans) for Active Transportation Program (ATP) Grants.  On June 2022, in collaboration with the County of Monterey Health Department, the County of Monterey Department of Public Works, Facilities and Parks (PWFP) submitted five applications to Caltrans for ATP grant funds.  In December 2022, the California Transportation Commission approved three out of the five PWFP projects to receive funding.  These projects, in San Ardo, Chualar, and Castroville (ATP Projects), received funding totaling $16,260,000 from Caltrans.

 

 

On September 21, 2023, PWFP solicited proposals from qualified consultants through Request for Proposals (RFP) #10911 (Attachments D and E) to establish three separate Professional Services Agreements (PSAs) for professional engineering services for the three ATP projects, in accordance with the specifications set forth in the RFP.  On November 9, 2023, proposals were received from four consultants for each of the three ATP projects.  The competitive selection process was conducted in accordance with County policies and State and Federal laws under RFP #10911.  As a result of this competitive process, TRC Engineers, Inc. (TRC) was selected to provide professional engineering services for all three ATP projects, including the Chualar Community and School Connections Project (the Project).

 

The Project will close gaps in pedestrian facilities and increase safe community and school connections.  The infrastructure portion of the Project consists of constructing approximately 6,600 linear feet (LF) of curb and gutter, 39,600 square feet of sidewalk along Main Street, Grant Street, Clay Street, Scott Street, Lincoln Street and Washington Street; 22 Americans with Disabilities Act (ADA) curb ramps; 2,500 LF of crosswalk, traffic and bike lane striping; and associated signage, beacons and bike lanes.  PWFP staff recommends the Board approve the PSA with TRC (Attachment A) for professional engineering services for an initial term of three years effective October 22, 2024 to October 21, 2027, with the option to extend the Agreement two additional years, for an amount not to exceed $576,608.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the PSA as to form and fiscal provisions, respectively.  PWFP will execute the ATP Projects in collaboration with the County’s Health Department (providing non-infrastructure components). 

 

FINANCING:

The total estimated cost of the Project, including design engineering, environmental, right of way, utilities and construction is $6,639,016.  The County has secured the majority of Project funds in the amount of $6,349,000 from the ATP grant program and the remainder in the amount of $290,016 will be funded by Measure X funds.  The adopted FY 2024-25 Road Fund 002, Appropriation Unit PFP004 budget includes $1.2 million in appropriations to fund this Project.  Please refer to Attachment B, Project Budget, for further details.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors Strategic Initiatives for Infrastructure and Public Safety by providing safe pedestrian facilities and filling gaps in the existing bike network in Chualar.
