RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Service Agreement with Alsana for the provision of residential services, day treatment services, and intensive outpatient mental health services in the amount of $256,995 for FY 2022-23 and $1,819,160 for FY 2023-2024 for a total Agreement amount not to exceed $2,076,155 for the term retroactive to May 1, 2023, through June 30, 2024;

b. SUMMARY/DISCUSSION:

This Mental Health Services Agreement between the County of Monterey and Alsana is to provide mental health services to residents with an eating disorder diagnosis. Alsana provides specialized and personalized residential services, day treatment services, and intensive outpatient services for both female and male adults with eating disorders as a primary diagnosis. The goal and objectives are to provide the appropriate treatment options that will assist in increasing the healing and wellness of the client.

 

This Agreement is retroactive to May 1, 2023. Due to the nature of the eating disorder diagnosis, an emergency priority placement took place on May 1, 2023, for two residents of the County of Monterey. Alsana has been providing specialized and personalized treatment services while contract negotiations took place to execute an Agreement.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Goal: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by 50% Realignment and 50% Medi-Cal. Funds for this Agreement are included in the Health Department’s FY 2022-23 and FY 2023-2024 Adopted Budget.
