RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or designee to execute, on behalf of the County of Monterey, grant applications and agreements, and any amendments thereto, for continued Beach Act Grant and Beach Sanitation Grant funding administered by California State Water Resources Control Board.
SUMMARY/DISCUSSION:
On June 26, 2012, the Board approved and authorized the Director of Health or designee to execute, on behalf of the County of Monterey, standard agreements for a number of listed grant programs in order to efficiently facilitate the continued funding of recurring grant programs integral to the mission of the Health Department (Attachment A). Subsequently, the administrative agency that oversees the Beach Act Grant and the Beach Sanitation Grant changed from California Department of Health - EPA and California Department of Health, respectively, to California State Water Resources Control Board (CSWRCB). Approval by the Board for this recommended action would allow the Director of Health or designee to submit a copy of the newly-approved resolution as authority to sign and submit grant applications and agreements, and any amendments thereto, to CSWRCB to periodically renew funding for these programs (Attachment B).
The Department will continue to present to the Board for approval any amendments to the grant agreements that would require adjustments to the Final County Budget for appropriations, revenues, and/or positions.
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management and the Auditor-Controller will be provided the opportunity to review each grant agreement before the Department signs and submits the agreement to the funding agency.
FINANCING:
Appropriations and revenues related to the subject grants have been included in the Health Department Budget for FY 2012-13. There will be no new General Fund Contribution resulting from this action.
