It is recommended that the Board of Supervisors adopt a resolution authorizing and directing the Auditor-Controller to amend the Fiscal Year (FY) 2021-22 Adopted Budget for County Service Area 47 - Carmel Views/Mar Vista, Fund 076, Appropriation Unit PFP030, increasing appropriations in the amount of $28,607 to fund necessary street maintenance and repairs, where Fund 076 unassigned fund balance is the financing source (4/5th vote required).
SUMMARY/DISCUSSION:
County Service Area 47 (CSA 47) was formed on December 13, 1966, to provide extended county services to the Carmel Views area of unincorporated Monterey County. On August 25, 1972, a non-contiguous area known as Mar Vista was annexed into CSA 47. Current active services are street lighting, street and sidewalk maintenance, storm drain maintenance and the disposition of surface water.
The CSA 47 Advisory Committee submitted an itemized request for road repair. Many of the locations have been impacted by tree root growth under the roadway, resulting in uneven asphalt pavement. A CSA 47 Advisory Committee Special Meeting was held where the project cost estimate was presented to the Committee and the Committee requested staff to move forward with as many road repair locations as possible, budget permitting. The job order contracting (JOC) estimate included a total of nine locations, but only seven of the nine locations can be funded by CSA 47 Fund 076.
The budget appropriation will cover the costs of seven road repair locations. This project was not included in the FY 2021-22 budget as the scope and cost were still under development. The estimated project cost is $93,607, which includes $5,000 for project management and $88,607 for construction and contingency. The project would be completed under a JOC project with the Gordian Group and Granite Construction. The requested appropriation increase will provide sufficient funding necessary to complete the street maintenance and repairs. The requested appropriation of $28,607 will fund the street maintenance and repairs project. There are sufficient funds available to cover the cost of this action in the Fund 076 unassigned fund balance. Attachment B provides the detailed project budget.
The Advisory Committee is supportive of funding an Engineer’s Report to update assessments resulting in a Prop 218 ballot. The Advisory Committee acknowledged that if the County moved forward with the road repair work this year it may take two years to build up the fund balance before any other substantive work could be completed including the Engineer’s Report. The plan would be to move forward with an Engineer’s Report when sufficient funds have accrued in the CSA 47 fund.
OTHER AGENCY INVOLVEMENT:
This recommendation was reviewed and approved by the Budget Committee on August 25, 2021.
FINANCING:
If approved, the recommended action will increase appropriations for Fiscal Year (FY) 2021-22 Adopted Budget for County Service Area 47 - Carmel Views/Mar Vista, Fund 076, Appropriation Unit PFP030, from $100,560 to $129,167 (an increase of $28,607), to fund the additional expenditures necessary for the recommended street maintenance and repairs. The increased appropriation of $28,607 is using unappropriated fund balance and FY 2021-22 expected revenue. The estimated beginning fund balance is $104,915.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The requested appropriation for CSA 47 will repair the road infrastructure. The recommended action complies with the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.
