a. Authorize the Contracts/Purchasing Officer and/or Deputy Contracts Purchasing Office to execute an Agreement with Karpel Solutions, Inc., for digital case management services, for the period of July 1, 2018 through June 30, 2023, in the maximum amount of $685,650;
b. Authorize the District Attorney, Risk Management, Contracts/Purchasing Officer, Deputy Contracts/Purchasing Officer, County Counsel and Auditor/Controller to sign and execute the appropriate documents;
c. Authorize the Contracts/Purchasing Officer and/or Deputy Contracts/Purchasing Officer, to issue purchase orders on an as-needed basis pursuant to this Agreement over the period of July 1, 2018 through June 30, 2018.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Contracts/Purchasing Officer and/or Deputy Contracts Purchasing Office to execute an Agreement with Karpel Solutions, Inc., for digital case management services, for the period of July 1, 2018 through June 30, 2023, in the maximum amount of $685,650;
b. Authorize the District Attorney, Risk Management, Contracts/Purchasing Officer, Deputy Contracts/Purchasing Officer, County Counsel and Auditor/Controller to sign and execute the appropriate documents;
c. Authorize the Contracts/Purchasing Officer and/or Deputy Contracts/Purchasing Officer, to issue purchase orders on an as-needed basis pursuant to this Agreement over the period of July 1, 2018 through June 30, 2018.
SUMMARY:
The maintenance and services agreements between the District Attorney’s office and Karpel Solutions, Inc., (Karpel) expire on June 30, 2018 and require renewal. The proposed agreement, which combines the two existing agreements, begins on July 1, 2018 and expires on June 30, 2023.
DISCUSSION:
This case management system is known as Prosecutor by Karpel (PbK), and the agreement is in the amount of $685,650. Karpel has previously and separately contracted with the County for the provision of a comprehensive case management system for the District Attorney’s Office; the system is hosted remotely by Karpel, residing on servers external to county premises. In addition to annual user fees and maintenance charges, county is requesting electronic discovery services, additional online server storage for electronic records and development of electronic data system interfaces with local law enforcement agencies to allow for electronic submission of cases for prosecution. The original agreement numbers are A-13163, File ID 16-553, No. 41, dated June 14, 2016; and 2240-Karpel-28 Nov 2016.
OTHER AGENCY INVOLVEMENT:
The Information Systems Department has reviewed and approved the agreement.
FINANCING:
When authorized by the Board, the expense of this action will be financed using existing resources and will not require any additional funding.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The PbK case management system promotes efficiency, integrates with the courts and local law enforcement case management systems, thereby improving public safety.
