Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to execute Amendment #4 to Agreement A-13851 with Central Coast Center for Independent Living to provide housing navigation and housing expenses for homeless individuals applying for disability benefits, adding $185,042 for a revised total contract amount of $800,967 for the period July 1, 2020 through June 30, 2021; and;

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($80,967) of the contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Housing and Disability Income Advocacy Program (HDAP) assists the County of Monterey in addressing homelessness for individuals who may be eligible for disability benefits. Outreach, case management, advocacy, and housing assistance are the four program components required to be offered to all program participants. The Department of Social Services (DSS) collaborates with other County departments and community partners to administer the HDAP. Through this Agreement, the Central Coast Center for Independent Living (CCCIL) will provide program housing search, placement support, and rental subsidies for HDAP participants referred by the County.

 

This amendment has been created based upon the additional $265,883 of funding allocated from California Department of Social Services for the HDAP operations.

 

OTHER AGENCY INVOLVEMENT:

The Auditor/Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

Funding for these services is provided with the HDAP State Funding and local match dollars from CCCIL  with no additional County General Fund contributions required.  This allocation has a dollar-for-dollar matching requirement.  Sufficient appropriations and estimated revenues in SOC005 are included in the FY2020-21 Adopted Budget.

 

 

 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to leverage State funding to implement the HDAP program which will improve the quality of life for individuals who are disabled and experiencing homelessness by proving pathways to safe and secure housing.
