RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the County Administrative Officer or designee to execute Amendment No. 1 to Agreement A-17493 with the Central California Alliance for Health to extend project development milestones for Housing, Opportunity, Programs, and Employment Village (formerly Recurso de Fuerza), clarify California Advancing and Innovating Medi-Cal services to maintain the minimum occupancy requirements, and update the project name, with no change to the original grant term of September 30, 2025 through December 30, 2028, and no change to the contract amount of $1,228,961; and

b. Approve and authorize the County Administrative Officer or designee to execute up to three (3) future amendments, subject to approval by County Counsel, that do not significantly change the scope of work and do not increase or decrease the original contract amount by more than ten percent ($122,896.10).

 

SUMMARY/DISCUSSION:

Amendment No. 1 to Agreement A-17493 between the County Administrative Office, Division of Homelessness Strategies and Initiatives (“County”) and the Central California Alliance for Health (“Alliance”) revises select administrative and programmatic elements of the original agreement. Specifically, the amendment extends the final deliverable due date of Milestone #2 from March 31, 2026, to June 30, 2026, updates the project name from Recurso de Fuerza to Housing, Opportunity, Programs, and Employment Village ("HOPE Village"), and clarifies California Advancing and Innovating ("CalAIM") Medi-Cal services necessary to maintain minimum occupancy requirements under the original agreement terms.
There are no other changes to the agreement, including no change to the contract term of September 30, 2025 through December 30, 2028, and no change to the total contract amount of $1,228,961.

The Alliance is a local public agency that administers the CalAIM managed care plan for eligible residents in Monterey, Mariposa, Merced, San Benito, and Santa Cruz Counties. Through its Housing Funding Award, the Alliance supports local projects that build, acquire, renovate, or furnish housing units providing permanent housing, interim shelter, recuperative care, and/or short-term post-hospitalization services. In September 2025, the County was awarded $1,228,961 in a Housing Funding Award grant to fund the development of HOPE Village, located at 118A First Street, Watsonville, California 95076, a 34-bed, low-barrier navigation center.

HOPE Village is a key component of the County’s multijurisdictional partnership with the County of Santa Cruz to address homelessness by serving residents of Monterey and Santa Cruz Counties, particularly individuals living along both sides of the Pajaro River. The program provides 34 units of interim shelter for adult individuals or couples with a recent history of unsheltered homelessness in the Pajaro River area. In addition to safe shelter, participants receive supportive services, housing navigation, and recuperative and/or short-term post-hospitalization care, delivered by HOPE Village’s selected services operator, Community Action Board of Santa Cruz County, Inc.

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of the County Counsel has reviewed and approved the proposed Amendment No. 1 to Agreement A-17493 as to form, respectfully.

FINANCING:
There will be no impact on the General Fund from approval of this action. HOPE Village’s construction and furnishings is funded by the Alliance’s Housing Funding Award (CCAH) in the amount of $1,228,961 and an Encampment Resolution Funding Grant (ERFG) in the amount of $5,034,591. These grant funds have been appropriated in the FY 2025-26 Amended Budget for the County Administrative Office Homelessness Strategies and Initiatives Division (001-1050-CAO004-8598).

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:

This initiative supports the County of Monterey’s Strategic Goals and Key Objectives through the sustainability of interim sheltering and services programs for the purpose of transitioning eligible residents into permanent housing and the provision of exceptional facilities and health programs to support quality of life for residents.
