Title: a. Report

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a retroactive Non-Standard Service Agreement with Rancho Cielo, Inc. for the County of Monterey Health Department Behavioral Health Bureau’s provision of psychiatric services at the Rancho Cielo youth campus with no exchange of funds, for a retroactive term of July 1, 2024 through June 30, 2026; and

b. Approve and authorize the Director of Health Services or designee to approve up to three (3) future amendments to this Agreement where the amendments do not significantly alter the scope of work.

 

SUMMARY/DISCUSSION:

The County of Monterey currently maintains Agreement A-16599 with Rancho Cielo, Inc. which expired on June 30, 2024. The County of Monterey Behavioral Health (MCBH) implements evidence-based practices of therapeutic mental health and substance abuse services that help youth participate in the shared mission and goals of Rancho Cielo, Inc. (“Rancho Cielo”), which are to transform the lives of youth and empower youth to become accountable, competent, productive, and responsible citizens. MCBH and Rancho Cielo have a well-established collaborative relationship of providing support and recovery services to at-risk youth participating in the Rancho Cielo programs. Rancho Cielo is a campus site that provides youth programs in the County of Monterey and is regarded as an integral part of the overall community initiative to help youth overcome violence and/or drug use, by assisting youth to become educated and obtain the necessary skills for a successful quality of life. This agreement is retroactive to July 1, 2024, due to ongoing negotiations for mental health services provided to youth participating in different programs at Rancho Cielo, Inc.

Under the Mental Health Services Act (“MHSA”), MCBH will provide a full-time Behavioral Health Therapist for the provision of psychiatric services to participating youth at the Rancho Cielo campus.

This Agreement is contingent upon available funding and may be renewed or renegotiated upon mutual written consent of all parties. The Agreement contains no exchange of funds between MCBH and Rancho Cielo.

This work supports one of the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2) Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: (7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

The Offices of County Counsel and Auditor-Controller have reviewed and approved this Non- Standard Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

The position identified in this Agreement is funded by MHSA funds and Medi-Cal revenues and has been previously approved by the Board of Supervisors. The funds for this Agreement ($191,392) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2024-2025 Adopted Budget. Funds for Fiscal Year 2025-26 will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Requested Budget.
