RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Information Technology Department to execute a non-standard agreement with L3Harris Technologies, Inc. for NGEN path diversity from La Mesa communications site services, for the term of June 1, 2020 through May 31, 2021, in an amount not to exceed $71,644.70.
SUMMARY/DISCUSSION:
This agreement will fund the integration by Harris of a backup communication path between the La Mesa Housing radio site at the Naval Postgraduate School housing to the 911 Dispatch Center at 1322 Natividad Road in Salinas.
Communications from the La Mesa radio site is currently provided by a single microwave path. In the event the microwave path is lost, public safety communications on the Monterey Peninsula will be impacted. This backup path will ensure transmissions from the Monterey Peninsula area serving first responders from Marina, Cal State Monterey Bay, Seaside, Sand City, Del Rey Oaks, Monterey Regional Airport, Monterey City and Pacific Grove, are seamlessly protected against system outages.
Harris will provide equipment and engineering to integrate the new backup path into the existing NGEN system as well as upgrade the existing microwave configuration from a legacy signaling method to current industry standards.
OTHER AGENCY INVOLVEMENT:
County Counsel cannot approve the agreement due to non-standard insurance provisions.
FINANCING:
The funds for payment of the costs of this Agreement have been included in the FY19-20 Adopted Budget for the Information Technology, ITD 1930, Budget Unit 8436, Appropriations Unit INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget based upon the anticipated utilization of the services.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This project will add a backup fiber communication path between the La Mesa radio site and the 911 Dispatch Center. The backup path will be integrated into the NGEN public safety communications system to ensure seamless radio communications for the Monterey Peninsula first responder agencies.
