RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution for County Service Areas 75 Chualar to:

Certify compliance with State law with respect to the levying of general and specific taxes, assessments, and property-related fees and charges for the respective County Service Area.

 

SUMMARY/DISCUSSION:

On May 21, 2024, the Board of Supervisors adopted an ordinance amending Section 16 of County Service Area 75 Chualar (CSA 75) Ordinance No. 03920 to provide for the collection of sewer charges through the Monterey County Tax Roll beginning with FY 2024-25.  Previously, CSA 75 contracted with Monterey One Water (M1W) to provide monthly sewer billing, however, M1W will no longer provide billing services effective June 30, 2024, as the agency moved to the collection of sewer charges on the tax roll.  

 

Staff prepared a resolution for CSA 75 to collect annual sewer service charges on the County Tax Roll in compliance with State and County requirements.  As required, the resolution contains a report of sewer service charges for the individual property owners in CSA 75 within Exhibit 1 of the Resolution.

 

OTHER AGENCY INVOLVEMENT:

Placement of assessments on the property tax rolls is facilitated by the Office of the Auditor-Controller. 

 

FINANCING:

Previously, M1W provided sewer billing and collection services for CSA 75 at an annual cost of $2,549.  This service was terminated on June 30, 2024, because M1W changed from monthly billing to collection of their own service fees on the Property Tax Roll and no longer offered traditional billing services to CSA 75.  Internal expenses resulting from the billing modification will be minimal, including staff time to prepare the necessary annual Board of Supervisors report to allow the County to collect annual sewer charges.  This cost will be offset by a savings in staff time as delinquent account processing will no longer be necessary.  Additionally, the Auditor Controller’s office charges administration costs of ¼ of 1 percent of revenue collected on the County Property Tax Roll.  The estimated 2024-25 revenue from CSA 75 sanitation billings is $219,000, resulting in an estimated charge by the Auditor-Controller of $550.  This is the least expensive option to collect CSA 75 sewer fees.
